Is Pakistan's ruling elite losing faith in the country it is entrusted to govern? The country's Defence Minister, Khawaja Asif, has flagged what he called a "significant exodus" of bureaucrats to foreign shores, alleging that many planned their relocation while still serving. The allegations might signal that the Pakistani officials, who are entrusted with running Pakistan, are building an escape route for themselves even as the country confronts persistent governance and accountability concerns.

Of all foreign countries, Portugal has emerged as the most-favoured destination for Pakistan's ruling elites, according to Khwaja Asif.

Asif has provided no names or documentary evidence to establish the scale of the alleged exodus, but his remarks have brought the overseas ambitions of the country's powerful bureaucrats under fresh scrutiny.

In a post on X on October 18, the Pakistani defence minister accused sections of Pakistan's bureaucracy of making Canada, the United States, the United Kingdom and Europe their permanent homes after allegedly preparing for the move while still employed by the government. He identified Portugal as a particularly popular destination in recent years and questioned whether officials who enjoyed powerful positions and government patronage remained committed to Pakistan or were merely "in transit"."They [bureaucrats] prepared for this while they were employed by the Government of Pakistan, doing so under a deliberate plan.

This raises questions about their commitment to their homeland and their jobs during their tenure," Asif wrote on X.The allegations have renewed questions about the civilian-military hybrid regime's civil service, overseas asset ownership and accountability mechanisms.

Pakistan's history of powerful figures moving abroad amid political turmoil and corruption allegations adds another layer to the controversy. Former military ruler Pervez Musharraf spent his final years in Dubai after leaving Pakistan amid political and legal battles, while former army chief Qamar Javed Bajwa's family came under scrutiny following reports about its substantial wealth and overseas assets.

These cases are distinct from the current allegations against serving bureaucrats, and do not establish a wider exodus. But they repeatedly showcase how Pakistan's powerful see foreign shores as a safeguard against political uncertainty, scrutiny and accountability in the Islamic republic.

How deep does this pattern run, and what does the latest bureaucratic exodus allegation reveal about the confidence of the country's elite in its future?PORTUGAL, THE NEW DESTINATION OF PAKISTANI BUREAUCRATSThis is not the first time Khawaja Asif has raised the issue. In August 2025, the Pakistani Defence Minister alleged that more than half of the country's bureaucracy had acquired properties in Portugal and was seeking citizenship there.

He accused some officials of accumulating wealth through corruption and planning to settle abroad after their government service. Pakistan ranks 136th out of 182 countries on the Transparency International Corruption Perceptions Index (CPI) with a score of 28 out of 100.

Before Asif's allegations, Pakistan's Public Accounts Committee (PAC) held a probe in August 2025 to seek details of bureaucrats who had allegedly purchased properties in Portugal. According to Karachi-based The News International newspaper, the committee directed the Establishment Division and the Ministry of Interior to compile the information and seek briefings from relevant agencies, including the State Bank of Pakistan and the Federal Board of Revenue. The committee's intervention brought the allegations under parliamentary scrutiny, but did not establish their accuracy or verify the number of officials involved.

Pakistan has a dual-citizenship policy, and owning property abroad or planning to settle overseas is not, by itself, evidence of wrongdoing. According to Islamabad-based Pakistan Observer newspaper, a government exercise reported on October 5, 2026, had identified more than 2,500 federal government officers holding dual nationality, while verification of around 500,000 federal employees was underway.

Investigating officials had completed checks on approximately 350,000 employees and obtained details concerning around 2,400 officers with dual nationality, the Pakistan Observer reported. The Islamabad-based newspaper also revealed that 756 officers and their family members had allegedly failed to disclose dual nationality. These figures need careful interpretation here.

Holding dual nationality is not the same as emigrating, acquiring permanent residency or preparing to abandon public service. Nor does a foreign nationality held by a family member establish wrongdoing by a government employee. The verification exercise pointed to the importance of transparent declarations, effective scrutiny of officials' assets and compliance with service rules. The reported findings might help the Pakistani government to establish whether disclosure requirements have been followed, although the full scale of any violations will depend on the completed investigation and subsequent action.

The audit findings included 12 million Pakistani rupees in remittances allegedly diverted to his personal bank account. Officials told the committee that Kaleem was residing abroad, and that recovery efforts were underway.

The ministry had sought action by law-enforcement authorities. The case concerned alleged financial misconduct by an individual, and it highlighted a problem the investigators face when accused government officials are outside the country like, tracing assets, pursuing legal action and recovering public money that becomes more complicated across jurisdictions.IS THIS A SIGN OF A DEEPER CRISIS FOR PAKISTAN?

Former National Security Advisory Board member of India and author Tilak Devasher, reacting to Khawaja Asif's latest remarks, questioned why officials would prepare to relocate while still serving the government. Since bureaucrats have their ear[s] to the ground, is it a case of rats deserting a sinking ship? Just asking," Devasher posted on X on Tuesday.

Lieutenant General Devendra Pratap Pandey (retired) also criticised the "contradiction" between officials accumulating wealth and the country's wider social and political direction."

They are making so much money while taking the population on the path of radicalisation. Cannot enjoy the fruits of corruption and freedom in an Islamic country.

Hence, jump ship," Pandey wrote on X.There are several possible motivations behind overseas relocation, including better educational opportunities for children, greater financial security, retirement planning and concerns about political instability. But corruption or lack of confidence in Pakistan's future remains a driving reason for the exodus.
