Chancellor Friedrich Merz said a wave of protectionist policies is “throwing a wrench” at global trade, forcing governments to work together to maintain stability.

Russia is carrying out hybrid attacks to seek divisions in Europe, while the war in the Middle East is disrupting the global energy system, Merz said. China and the US are in “fierce competition” for economic and military advantage and “technological supremacy,” particularly with artificial intelligence.

“A new wave of protectionism is throwing a wrench in the works of global free trade,” Merz said at the Berlin Global Dialogue conference in the German capital on Wednesday. Some states are “deliberately weaponizing” dependencies to gain advantage, he said.
