Former Chinese central bank governor Zhou Xiaochuan has warned that failed artificial intelligence investments could trigger financial turbulence and urged preparations to mitigate risks amid concerns over a potential bust of the AI investment bubble.
“Consider[ing]... such a large amount of the investment going to the AI facility; if a part of it goes to failure, it causes financial turbulence, and this may create a crisis,” Zhou said during a panel discussion at the Bund Summit in Shanghai on Tuesday.
“It needs a very large action to bail out our economy [and] some of the financial institutions.”He called for more research and preparation, as well as tools to mitigate the potential fallout from failed AI investments.

Zhou’s comments come amid concerns over excessive investment in AI-related sectors, with a sell-off in AI stocks on Wall Street last week.
Sonali Jain-Chandra, deputy director at the Asia and Pacific Department of the International Monetary Fund, said Asia was vulnerable to a potential downturn in AI-related investment, given the region’s exposure across the technology supply chain, from advanced chipmaking to data centre construction.
“Asia is exposed. And it’s not just the countries that you would think first about in terms of being the leaders in AI. It’s all along the supply chain,” she said during a press briefing in Shanghai on Tuesday.
“This is why we have to say that now is the time to build buffers ... to make sure that if there is a downturn, whether it comes from AI or any of the other risks, policymakers have space to be able to respond.”At Tuesday’s panel, Zhou also weighed in on the debate over AI distillation, arguing that the technology and broader AI applications could boost productivity and generate returns for investors. Washington has accused Chinese firms of improperly distilling US frontier models, an allegation Beijing has repeatedly rejected.
“For many people, this distillation may have a concern of the infringing intellectual property right,” Zhou said.
“But actually, distillation means that your knowledge, your intelligence, is upgrading from the intelligence in the past generation. You get simplified, precise concepts which are established under existing knowledge and intelligence.”
