Both China and the world need an internationalised yuan in a multipolar global economic environment, a former senior Chinese official has urged in an article that was published as Beijing upgraded its digital-yuan infrastructure to bolster efforts to reshape the US dollar-dominated global financial system. Wider use of the Chinese currency, also known as the renminbi, would support China’s high-quality growth while offering an alternative that could help stabilise the international financial system amid intensifying geopolitical risks, said Zhu Min, a former deputy governor of China’s central bank, in an article published in Communist Party press organ the People’s Daily on Wednesday.
China’s economic and trade strength and the yuan’s growing acceptance gave the world a credible alternative store of value, and China also had the payment systems, liquidity tools and banking networks to support wider yuan use, said Zhu, also a former deputy managing director of the International Monetary Fund (IMF).
“These factors form the foundation for the yuan’s stability and credibility, and are exactly what the world needs for economic and financial development,” he said.
On Wednesday, the People’s Bank of China announced two upgrades to its digital yuan infrastructure service system that focused on its back-end system for the digital yuan and a “smart-contract” framework for programmable digital-yuan payments.
State news agency Xinhua described them as two major achievements from the central bank’s digital yuan operation and management centre in Beijing, which was established a year ago.
The bank had earlier opened an international operations centre for the digital yuan in Shanghai, whose key responsibilities include building and operating the digital yuan’s cross-border and blockchain infrastructure.
In Wednesday’s article, Zhu wrote China had a “historic window of opportunity” to accelerate its push for the yuan’s internationalisation.
He said that in a changing global landscape, rising geopolitical risks and structural shifts in the world economy were being accompanied by the rise of Global South countries, with China accounting for roughly one-sixth of the world’s economic output and more than 14 per cent of global goods exports.
The currency’s overall footprint overseas remains limitedZhu Min Zhu said those trends were accelerating multipolarity and creating pressure for reform of the international monetary system.
For China, he said greater international use of the yuan would support its high-quality growth agenda, which involved technological innovation, advanced manufacturing, services upgrading, green transition and outbound corporate expansion.
From a global perspective, China’s economic scale, long-term growth fundamentals and perceived monetary stability positioned the yuan as a usable “value anchor”, and strengthening that role would also benefit the rest of the world, he said. Zhu acknowledged that the yuan’s global status still lagged its economic weight.
“The currency’s overall footprint overseas remains limited, and its functions as a unit of account, payment medium, investment vehicle and reserve asset still require further development,” he said.
Citing Bank for International Settlements data, he noted that the yuan now accounted for 8.5 per cent of global foreign exchange trading and had a 12.28 per cent weight in the IMF’s Special Drawing Rights currency basket.
Vina Cheung, HSBC’s global head of renminbi internationalisation, said corporate clients and institutions still had concerns over the yuan’s limited convertibility, financing costs after conversion into US dollars and unstable offshore liquidity, while acknowledging progress in the currency’s internationalisation.
“Renminbi basically is now a treasury currency that can help the business in terms of cash and treasury management, managing the cost, the liquidity and the risk,” she said at the Bund Summit in Shanghai on Wednesday.
“Five years ago, our clients were asking, ‘Can I pay in renminbi?’ And today they will ask, ‘Can I invoice, fund, swap, hedge, pool and invest in renminbi across [my] supply chain?’”She added that the next phase of yuan internationalisation would hinge on digital innovation, deeper capital markets and closer integration between China’s onshore market and Hong Kong’s offshore market – with the latter providing “execution certainty” and giving international businesses the confidence to use and hold the currency.
