President Abelardo de la Espriella replaced his interior minister after a setback over next year’s budget raised questions over his government’s ability to advance its fiscal agenda and reassure investors over the nation’s finances.
De la Espriella said in an X post late Wednesday night that Alejandro Ordóñez will replace Rodrigo Lara.
While De la Espriella’s didn’t provide a reason for replacing Lara, one of the interior minister’s key roles is managing the admistration’s political agenda in congress.
The move comes after the Senate and Lower House approved different versions of the 2027 budget by the Oct. 20 deadline but failed to reconcile them, forcing De la Espriella to pass the roughly $200 billion budget by decree. Vice President José Manuel Restrepo earlier in the day urged investors and bondholders to remain calm during the process.
De la Espriella’s government is now preparing to present a fiscal adjustment bill aimed at reducing the budget deficit by more than 2% of gross domestic product.
Ordóñez, known for his strong conservative Catholic beliefs, is one of Colombia’s most prominent opponents of abortion and same-sex marriage. This could potentially alienate some centrist lawmakers, complicating his task of getting legislation through congress.
“The government is overplaying a weak hand and cannot complain later when its bills are defeated in the legislature or the courts,” said Sergio Guzman, the founder of Colombia Risk Analysis. “The government seems to overlook the fact that it lacks solid majorities and that it won the presidency by a narrow margin.”Investors are closely watching his administration’s ability to secure congressional approval for that legislation, alongside its plans to seek assistance from the International Monetary Fund.
