北京讯——中国和吉布提外长在北京会晤后发表联合声明称，所有国家都应享有红海及巴布曼德布海峡的航行自由，双方对该地区安全局势恶化表示担忧。
BEIJING – All countries should enjoy freedom of navigation in the Red Sea and through the Bab el-Mandeb Strait, China and Djibouti said in a joint statement following a meeting of their foreign ministers in Beijing, expressing concern about the deteriorating security situation.
吉布提位于巴布曼德布海峡也门对岸，也门伊朗支持的胡塞武装一直与沙特支持的政府军作战，并试图控制也门整个红海海岸，扰乱部分航运。
Djibouti sits on the other side of the Bab ed-Mandeb Strait from Yemen, where Iran-backed Houthis have been battling Saudi-backed government forces and seeking to control the whole Yemeni Red Sea coast, disrupting some shipping.
2017年，中国在吉布提正式开设其首个海外军事基地。这片面积约相当于威尔士的贫瘠前法国殖民地，地处埃塞俄比亚、厄立特里亚和索马里之间，还驻有美国、日本和法国的基地。
In 2017, China formally opened its first overseas military base in Djibouti. The barren former French colony, which is about the size of Wales, is sandwiched between Ethiopia, Eritrea and Somalia and also hosts US, Japanese and French bases.
联合声明于10月22日早些时候发布，称中吉双方强调维护红海及该海峡航行自由的重要性，并“强调，所有国家商船依照国际法行使航行权利的权利应得到尊重”。
The joint statement, released early on Oct 22 said both China and Djibouti stressed the importance of maintaining freedom of navigation in the Red Sea and the strait, and “emphasised that the right of merchant ships of all countries to exercise navigation rights in accordance with international law should be respected”.
声明称，“双方认为，在管理和保障红海安全时，应真正尊重红海沿岸国家的主权、领土完整和意愿，避免增加该地区整体安全风险。”中国支持红海沿岸国家“建设性地维护”国际航运航线的安全和畅通。该声明由中国官方新华社发布。
“Both sides believe that in governing and securing the Red Sea, the sovereignty, territorial integrity, and wishes of the Red Sea littoral states should be genuinely respected, avoiding any increase in the overall security risks of the region.”China supports the littoral states of the Red Sea in “constructively maintaining” the safety and smooth flow of international shipping lanes, said the statement, carried by China's official Xinhua news agency.
声明补充称，两国都不希望地区紧张局势进一步蔓延至红海，“地区外的大国”应尊重地区国家的主权和领土完整，避免诉诸武力和单边制裁。
Neither country wants regional tensions to spill further into the Red Sea, and “major powers outside the region” should respect the sovereignty and territorial integrity of regional countries, and avoid resorting to force and unilateral sanctions, it added.
美国国务院下令部分外交官及其家属撤离其在沙特阿拉伯的使团，此举是在也门战事升级之后作出的，也门战事为由美以对伊朗战争引发的地区冲突开辟了另一条战线。这份声明正是在此背景下发表的。
The statement came as the US State Department ordered some diplomats and family members to depart from its missions in Saudi Arabia following the escalation of the fighting in Yemen, which has opened another front in the regional conflict triggered by the US-Israeli war on Iran.
