纳斯达克上市的金融科技公司Solana和医疗巨头强生是最新一批在人工智能、健康科技和先进制造领域在香港设立或扩张业务的企业之一，预计为香港带来超过100亿港元（12.8亿美元）的投资。
Nasdaq-listed fintech company Solana and healthcare giant Johnson & Johnson are among the latest batch of enterprises in artificial intelligence, healthtech and advanced manufacturing to establish or expand operations in Hong Kong, bringing in more than HK$10 billion (US$1.28 billion) in investment to the city.
这18家企业于周四与吸引战略企业办公室（OASES）签署协议。该办公室隶属于财政司司长办公室，负责吸引对香港具有战略意义的公司。
The 18 enterprises signed agreements on Thursday with the Office for Attracting Strategic Enterprises (OASES), a government unit under the Financial Secretary’s Office tasked with attracting companies of strategic importance to Hong Kong.
约有一半的企业来自中国内地，另一半来自其他地区。它们构成了该计划的第七批企业。
Around half of these enterprises are from mainland China and the other half from elsewhere. They form the seventh batch of enterprises recruited under the initiative.
财政司司长陈茂波表示：“我们决心通过更有效地连接金融、研究、人才和产业，为更大的影响创造条件。”
“We are determined to create the conditions for more impact, by connecting finance, research, talent and industry more effectively,” Financial Secretary Paul Chan Mo-po said.
出席仪式的副财政司司长黄伟麟表示，政府还希望让企业更容易扩大业务规模以及产品和服务。
Chan, who attended theg ceremony with Deputy Financial Secretary Michael Wong Wai-lun, said the government also hoped to make it easier for enterprises to scale up their operations as well as products and services.
包括最新一批在内，OASES已在七轮中吸引了142家公司，预计这些公司将在未来几年投资840亿港元，创造约27,000个就业岗位。
Including the latest batch, OASES has attracted 142 companies across seven rounds, with the firms expected to invest HK$84 billion and create about 27,000 jobs over the coming years.
陈茂波称，前六轮企业的投资已超出预期30%，创造的就业岗位超出预期34%。这些公司还已租用了超过280万平方英尺的商业和工业空间。
Chan said investment from enterprises in the first six rounds had exceeded expectations by 30 per cent and the jobs created by 34 per cent. These companies had also taken up more than 2.8 million square feet of commercial and industrial space.
OASES总干事严景顺表示，最新的18家企业将带来超过100亿港元的投资和1,600个岗位。
Peter Yan King-shun, director general of OASES, said the latest 18 enterprises would bring in investment worth more than HK$10 billion and 1,600 jobs.
严景顺说：“这些岗位并非普通岗位。我们谈的是高端岗位，重点是研发人才。许多岗位将帮助香港留住我们从大学培养的人才。”
“These are not trivial jobs. We are talking about really high-end jobs, focusing very much on research and development talents. Many of these jobs will help Hong Kong retain the talents that we have groomed from the universities,” Yan said.
虽然 OASES 目前主要关注生命与健康技术、人工智能与数据科学、金融科技、先进制造技术以及文化和创意技术领域，但 Yan 表示不排除在未来战略招聘中涵盖更多行业。
While OASES currently focuses on life and health technology, AI and data science, fintech, advanced manufacturing and new energy technology, and cultural and creative technology, Yan said he would not rule out more industries being covered in the strategic recruitment.

As this year’s budget had tasked OASES with attracting aerospace enterprises, Yan said his office had been looking into it, and had already met leading firms in the sector.

Fintech company Solana, which provides instant and low-cost global transaction solutions with blockchain technology, is among the latest batch of enterprises.
Solana 的董事长兼首席执行官 Joseph Chee 表示，该公司选择香港作为其亚太地区的总部，而非日本或新加坡，是因为香港是一个拥有完善且先进金融基础设施的全球金融中心；当地的法律法规也非常清晰、稳定。
Chairman and CEO Joseph Chee said Solana chose Hong Kong over Japan and Singapore as its Asia-Pacific headquarters because the city was a global financial centre with the most comprehensive and sophisticated infrastructure.
Chee 指出，OASES 在帮助 Solana 寻找办公场所、招聘员工以及申请工作签证方面提供了大力支持。他表示：“我对所获得的支持感到非常惊讶，也对所有为香港科技企业提供帮助的人士们的专业精神印象深刻。”
The law and regulations are clear and stable. He said OASES had provided support in helping the company to find an office, recruit staff and apply for work visas. “I was very surprised by the kind of support that I had … I am very impressed with all the people, how focused they are, in [helping] technology companies in Hong Kong,” he said.
Chee 表示，Solana 承诺在未来五年内为香港带来至少 2 亿港元的投资；这笔投资不仅包括 Solana 自身在港的投资，还包括该公司通过投资或孵化其他企业而为香港带来的价值。
Chee said the company had committed to bringing in investment of at least HK$200 million to the city over the next five years, subject to the development of Solana blockchain in Hong Kong. The amount included the value brought to Hong Kong by other companies Solana had invested in or incubated.
Solana 计划在香港招聘 20 至 30 名员工，并计划利用自己的区块链技术帮助其他公司开展业务。不过，该公司暂无在港发行任何稳定币或数字资产的计划。
He said the company would provide its blockchain and help other companies to build things on it, and planned to hire 20 to 30 people in Hong Kong to start with. But it has no plan to issue any stablecoin or digital assets in the city.
总部位于瑞士的黄金精炼商Valcambi在瑞士巴莱尔纳运营着全球规模最大、效率最高的综合性贵金属精炼厂之一，该公司计划与当地钢铁制造商绍荣钢铁在屯门龙鼓滩共建一座设施。
Swiss-based gold refiner Valcambi, which operates one of the world’s largest and most efficient integrated precious metals plants in Balerna, Switzerland, plans to set up a joint facility with local steelmaker Shiu Wing Steel in Lung Kwu Tan, Tuen Mun.
该精炼厂将成为香港同类设施中规模最大的。公司已选定一幅地块，目前有待完成土地用途变更程序。
The refinery will be the biggest of its kind in Hong Kong. The company has identified a plot of land, pending the process of changing land use to be completed.
Valcambi首席执行官西莫内·达尔切奥·诺布洛赫表示，香港将成为该公司在瑞士以外的首个扩张据点。公司计划在香港建立贵金属物流与金融枢纽，支持香港发展为世界级黄金精炼中心。
Valcambi CEO Simone Darceo Knobloch said Hong Kong would become its first expansion outside Switzerland. It planned to establish a precious metals logistics and financial hub in Hong Kong, supporting the city’s development into a world-class centre for gold refining.
“在香港生产的将是金条……我们希望以此方式作出贡献，为市场提供实物黄金。”他说。
“What will be produced in Hong Kong will be gold bars … That’s how we want to contribute by providing physical gold in the market,” he said.
名单上的其他领军企业还包括日本的乐敦制药、韩国的医疗人工智能公司Aitrics，以及总部位于上海的机器人公司智元机器人。
Other leading enterprises on the list include Rohto Pharmaceutical from Japan, South Korea-based medical AI company Aitrics and Shanghai-based robotics firm Agibot.
