Raed Mohammed Mahmood Amer is president of the Palestinian Prisoners Association. Palestinian political prisoners held in Israeli occupation prisons continue to face a grave human rights crisis. Their suffering reflects not only the brutality of Israel’s prison system but also the devastating failure of the international community to protect fundamental human rights, uphold international law, and hold those responsible for violations accountable. Reports and testimonies detail a reality of severe abuse, torture, denial of medical care, and other forms of degrading and inhumane treatment.

Over 100 Palestinian political prisoners have lost their lives due to these horrific policies since the onset of the genocide in the occupied Gaza Strip. These practices demand urgent international intervention, independent investigation, and concrete measures to end the suffering of Palestinian prisoners.

The treatment of Palestinian prisoners cannot be separated from the broader system of occupation, repression, and collective suffering imposed on the Palestinian people. Within this context, prisons have become a central concern in the struggle for dignity, freedom, and basic human rights. Accounts of rubber-coated bullets fired directly at prisoners inside their cells at point-blank range, the refusal to provide medical care, and delays or refusals in transferring seriously ill or injured prisoners to hospitals raise urgent questions about the protection of life and the responsibilities of the occupation authorities.

Particular concern surrounds the policies and public positions associated with Israeli National Security Minister Itamar Ben-Gvir, whose portfolio includes responsibility for the Israel Prison Service. Political leadership cannot be separated from the conditions under which prisoners are held. Authorities responsible for prison policy must be held accountable for the consequences of their decisions, directives, and practices. Any policy that facilitates abuse, strips prisoners of basic protections, obstructs access to essential medical care, or encourages degrading treatment must be challenged and brought under independent scrutiny.

The international legal framework is unequivocal in its rejection of torture and cruel, inhuman, or degrading treatment. The prohibition of torture is absolute. It cannot be justified by political considerations, security arguments, national interests, or the identity of the person subjected to abuse. International humanitarian law and international human rights law establish protections for people deprived of their liberty, including obligations concerning humane treatment, medical care, and the prevention of violence. These protections are not privileges granted at the discretion of occupying authorities; they are legal obligations that must be respected and enforced.

Yet the international response has failed to demonstrate the urgency, consistency, and determination that this crisis demands. Palestinian prisoners and their families, alongside Palestinian human rights organizations and civil society institutions, have repeatedly called for international intervention, effective monitoring, and meaningful pressure to end violations. Their demands are not requests for political favors. They are calls for the enforcement of fundamental rights and the protection of human lives.

The continued gap between international declarations and practical action exposes a profound crisis of credibility. Governments and international institutions frequently invoke human rights, the protection of women and children, the rule of law, and the dignity of every human being. These principles become meaningless when they are applied selectively, abandoned when politically inconvenient, or denied to Palestinians because of their national identity. The prohibition of torture cannot be defended in one part of the world while the suffering of prisoners elsewhere is met with silence, delay, or diplomatic indifference.

Silence in the face of credible reports of grave abuse is not an acceptable substitute for responsibility. Nor can statements of concern, without sustained action and measurable outcomes, constitute an adequate response. Where institutions possess the authority to act, they must use it. Where governments have the capacity to exert diplomatic or other lawful pressure, they must explain why that capacity is not being used effectively.

The failure to act also raises fundamental questions about the independence, consistency, and effectiveness of international human rights organizations and mechanisms. Double standards undermine the legitimacy of the international human rights system and weaken the principles it claims to defend. Selective concern encourages impunity, deepens the suffering of victims, and sends a dangerous message that violations can continue when the victims belong to a politically marginalized or occupied population. No credible human rights system can tolerate such a distinction.

The international community must therefore take immediate, concrete, and verifiable action. It must demand independent access to detention facilities, effective monitoring of prison conditions, protection against torture and prompt, and adequate medical care for every injured or ill prisoner. It must insist on transparent investigations into deaths, serious injuries, and other grave violations. Evidence must be preserved, witnesses protected, and investigations conducted independently of those who may bear responsibility. Where sufficient evidence establishes individual criminal responsibility, the appropriate legal mechanisms must be pursued in accordance with international law.

International organizations, governments, human rights bodies, and humanitarian institutions must also intensify their efforts to protect Palestinian women and men in detention, secure access to legal representation and family contact as provided by applicable law, and challenge practices that violate international standards. Accountability must extend beyond individual perpetrators to include, where the evidence and law warrant it, those who ordered, enabled, facilitated, or knowingly failed to prevent serious violations.

The demand is clear: Palestinian prisoners must not be abandoned to a system in which their suffering is ignored and their rights are treated as expendable. Their lives are not bargaining chips. Their dignity is not conditional. Their protection is not a matter of political convenience. The protection of Palestinian prisoners is an urgent legal, moral, and humanitarian responsibility. Every day of inaction leads to more deaths of Palestinian prisoners and further erodes confidence in the international institutions entrusted with defending human dignity.

Justice cannot be selective. Human rights cannot depend on nationality. Palestinian prisoners must never be treated as though their lives matter less than those of any other human being. The international community must act decisively to protect them, end abuses, and ensure that no authority is permitted to stand above the law.
