Norway’s sovereign wealth fund said it’s among the investors that have been hurt by Turkey’s fund crisis, and has taken steps to review its stock holdings in the country.

“You know who’s the victim here? It’s the market players that have been potentially manipulated,” deputy Chief Executive Officer Trond Grande said on a call with reporters. “We’re more the victim than the perpetrator here.”Grande said Norges Bank Investment Management pays close attention to its investments when issues arise, and has assessed its Turkish holdings and external managers in the country, without providing further details. NBIM held 20.4 billion kroner ($2.2 billion) of stock holdings in Turkey, according to its latest filing dated June 30.

The firm and other investors have been caught by an investment-fund scandal in Turkey that has gripped the country’s stock market and wiped almost a third of the value off the Borsa Istanbul All Shares Index since September. Local prosecutors have said they’re investigating a vast market-manipulation scandal that involved local funds buying up shares in obscure companies to inflate their values many times over.

The Norwegian fund held on to three of its Turkish stocks even after regulators found in 2025 that they had been manipulated, Bloomberg has reported. In July, NBIM participated in an initial public offering arranged by Tera Yatirim Menkul Degerler AS, the brokerage firm that is now at the center of the scandal.
