香港体外受精（IVF）监管机构已将一宗案件转介执法机构，此前一名中国大陆网红涉嫌提出安排非本地代孕母亲为LGBTQ父母来港分娩。
Hong Kong’s regulator for in vitro fertilisation (IVF) has referred a case to law enforcement agencies after a mainland Chinese influencer was suspected of offering to bring non-local surrogate mothers of LGBTQ parents to give birth in the city.
据香港媒体报道，谭祖彪（网名berlinsun）在香港成立了一家公司，并在社交媒体上为LGBTQ伴侣宣传商业代孕服务。
Tan Zubiao, also known as berlinsun, had set up a company in the city and advertised on social media commercial surrogacy services for LGBTQ couples, according to Hong Kong media.

Tan and his foreign husband, who have two children through surrogacy, were deported from Taiwan’s Kaohsiung last Thursday after being fined NT$200,000 (HK$48,109) for breaching Taiwan’s Medical Care Act by offering assisted-reproductive services.
香港人类生殖科技管理局周日上午在书面回复《南华早报》时表示，根据香港《人类生殖科技条例》，商业代孕安排及分发相关广告均属禁止之列。
In a written reply to the South China Morning Post on Sunday morning, Hong Kong’s Council on Human Reproductive Technology said commercial surrogacy arrangements and the distribution of related s were prohibited under the city’s Human Reproductive Technology Ordinance.
该局表示：“卫生署已将案件转介本局。本局征询法律意见后，已将案件转介执法机构跟进处理。”《南华早报》已联系香港警方寻求置评。
“The Department of Health has referred the case to the council. After seeking legal advice, the council has referred the case to law enforcement agencies for follow-up action,” it said. The SCMP has reached out to Hong Kong police for comment.

According to screengrabs of Tan’s Instagram posts published in Hong Kong media, Tan had since August claimed to have helped LGBTQ clients obtain Hong Kong permanent residency and Hong Kong passports for their children, with photos showing newborn babies, Hong Kong identity cards, birth certificates and passports.

According to another screengrab from his Instagram stories titled “IVF Angel Plan”, Tan wrote that he was satisfied to have helped “milk daddies” - a reference to gay fathers - with the birth of their babies.
“每次帮助奶爸在香港生娃，看到全家人的笑容，就是我工作的动力和成就感，”他写道，帖子配有两名男性客户和一名婴儿的照片。
“Every time helping milk daddies give birth in HK, seeing the smile of the whole family, is the driving force and sense of achievement of my job,” he wrote, with the post showing two male clients and an infant.

Tan has since turned his Instagram and Threads accounts private, while his company’s website, Babysun Fertility Center, is no longer available. The company has also deleted all its posts on By Simpson Cheung
