Hiroshi Suzuki is the Japanese ambassador to the U.K., and Susan Langley is the Lady Mayor of London. Few relationships combine such deep-rooted friendship with such a strong appetite for the future as that between Japan and the U.K. From the cherry trees flourishing across Britain to Japanese firms that have invested here for generations, our ties are visible not only in statistics, but in communities, businesses and friendships. But friendship alone is not enough.

At a time of profound change in the global economy, we must turn that foundation of trust into new investment, innovation and growth. Geopolitical uncertainty is reshaping investment and supply chains.

Technology is transforming financial markets, and businesses and governments alike are having to think differently about resilience. For internationally connected economies like ours, turning inward is not the answer.

Japan and the U.K. have much to gain from working more closely together, and financial services should be central to that partnership. One opportunity lies in the technologies reshaping finance.

From tokenization and digital assets to artificial intelligence, innovation is changing how capital moves and markets operate. Japan and the U.K. both have ambitions in this space, and both understand that innovation ultimately depends on confidence and trust. That makes cooperation between the Japan and U.K. financial sectors paramount.

Closer dialogue between regulators and greater collaboration between our financial institutions and innovators can support markets that are not only more innovative, but more connected and resilient. Resilience itself offers another opportunity. The lessons and expertise that Japan has gained through preparing for natural catastrophes are recognized around the world.

London is home to deep expertise in specialty insurance and reinsurance, covering risks from natural disasters and infrastructure to cyber threats and emerging technologies. There is real potential in bringing those strengths together.

Closer cooperation between insurers, investors and policymakers can develop new ways to finance risk and attract private capital into resilience. The goal should not simply be to recover more effectively when shocks occur, but to build economies better able to withstand them in the first place. Perhaps the greatest opportunity, however, is capital. Japan is changing how it thinks about investment, asset management and the role of capital in supporting economic growth.

The U.K. is asking many of the same questions, particularly how long-term private investment can better support infrastructure, innovative companies and sustainable growth. Our countries approach this from different starting points, but that is precisely where the opportunity lies. Stronger connections between Japanese and British financial institutions can give investors greater choice, create new partnerships and connect capital with productive opportunities in both countries.

And our ambition should extend beyond our own shores. Japan and the U.K. are both outward-looking economies with deep relationships across Asia and the world.

By bringing together Japanese capital and expertise with London's international financial networks, our institutions can work together in areas such as transition finance and the mobilization of investment into fast-growing economies, including across the Association of Southeast Asian Nations, or ASEAN. That matters at a moment when economic fragmentation risks pulling countries apart.

The response to greater uncertainty should not be less international cooperation between trusted partners, but more. That principle sits at the heart of Japan Day which we celebrate at the City of London on Monday. When Japanese and British business and financial leaders come together in London, we are celebrating a relationship built over generations.

But we should also ask what the next generation of that relationship can achieve. The City of London Corporation and Tokyo Metropolitan Government have worked in partnership since 2017.

Today there is an opportunity to take that spirit of cooperation further, bringing together our financial institutions, investors, innovators and policymakers around the challenges that will define the coming decades. Japan and the U.K. will not always approach those challenges in exactly the same way.

Our markets, institutions and experiences are different. But the strongest partnerships are not built on being identical. They are built on trust, complementary strengths and a willingness to learn from one another.

From emerging technology to resilience and long-term investment, there is much we can build together.

Our friendship has deep roots. Our task now is to ensure the opportunities that grow from it reach just as far.
