Finland last conducted bomb safety tests in 1992. Now, 34 years later, Helsinki decided it was necessary to resume such trials. In mid-September, the Finnish armed forces detonated explosive charges near bomb shelters to assess their effectiveness against "modern warfare threats." The test was conducted near the city of Rovaniemi, roughly 100 kilometers from the Russian border, with eight Ukrainian experts having traveled from Kyiv to observe it.
Together, Finland, Poland, Estonia, Latvia and Lithuania share more than 3,500 kilometers of land borders with Russia and its ally Belarus. In those countries, as well as in Sweden, whose island of Gotland occupies a strategic position in the Baltic Sea, such exercises have become commonplace. These countries, all members of the European Union and NATO, now face the tangible possibility of war.
Ever since Russia launched its full-scale invasion of Ukraine in 2022, these countries have not only ramped up their military capabilities and reinforced their international alliances. They have also undertaken massive efforts to involve all sectors of society in civil defense. While the 2014 annexation of Crimea sent shockwaves through these countries, February 24, 2022, marked a turning point. "The main lesson we learned from this is that society itself can become a battlefield," said Mikael Frisell, director general of the Swedish Civil Defence and Resilience Agency, in Stockholm.
