TOKYO -- Subaru will exit gasoline-powered car sales in Europe and go EV-only as early as 2028, Nikkei has learned. It would be the first Japanese automaker to make such a move in a specific region.

With demand for combustion-engine cars on the wane, the automaker appears to have concluded that the cost of complying with environmental regulations is too high to justify continued sales.

Beginning next year, Subaru will wind down sales of gasoline-powered cars as existing stocks run dry. Nissan Motor and Honda Motor previously announced plans to go EV-only in Europe and China but later reversed course. Now, with EV adoption regaining momentum in Europe after a period of stagnation, Subaru's move could prompt other automakers to follow suit.

The phaseout covers models with Subaru's signature horizontally opposed, or boxer, engines, notably the Forester and Crosstrek SUVs. Unlike in Japan and some other markets, Subaru does not offer full hybrid models in Europe.

A key driver of the shift is the mounting cost of meeting Europe's tightening environmental rules. The upcoming Euro 7 emissions standards are due to apply to all new cars, including models already on sale, beginning in November 2027. In addition, CO2 emissions requirements will tighten by 2030, adding to the pressure on automakers to sell more EVs.

To comply with the new laws, Subaru needs additional development, which will increase costs. In Europe, the company sold 23,000 cars in the fiscal year through this past March, less than 3% of the 890,000 it sold globally. These limited sales and Europe's strengthening emissions standards led the company to focus on EVs.

European drivers have been buying more EVs since oil prices began to rise. According to the European Automobile Manufacturers' Association, September EV sales in the region were up 60% from the same month last year. EVs accounted for 31% of vehicle sales, well ahead of gasoline-powered vehicles at 18% and closing in on hybrids at 34%.
