TOKYO -- One of Tokyo's 23 wards will ask an upcoming condominium project to prohibit the resale of units for five years, a move taken in response to surging property values.
Chiyoda Ward will issue a request to a redevelopment project that will approximately double the size of a roughly 100-unit condo complex. A consortium led by Mitsubishi Estate Residence expects work to begin in 2030, with completion set for 2036.
Condo purchasers would need to agree to a clause pledging not to resell their units for a five-year period. Chiyoda is also calling for a ban against purchasing multiple units under the same name.
The formal request, which has no legal force, is expected to be issued Tuesday at the earliest. This will be the first time an individual project has been subject to such a request.
Condo values have soared in Tokyo. The average price of a newly built unit in the capital's 23 wards stood at 179.25 million yen ($1.14 million) during the April-September period, according to the Tokyo-based Real Estate Economic Institute, up 34.7% from the same period in 2025.
Among the 23 wards, Chiyoda had the highest rate of resales of condos that are five years old or less, according to real estate databank Tokyo Kantei. The rate hit 4.92% last year.
Chiyoda officials say the spike in new condo values is spilling over into the prices of secondhand properties and rental properties, leading to cases where families with children are forced to abandon their residences. Critics also claim condo buyers intending to resell do not actually reside in the properties.
In July of last year, Chiyoda issued a request to the Real Estate Companies Association of Japan for cooperation in preventing speculative condo transactions, calling for a clause prohibiting the resale of properties for five years.
The real estate association ended up adopting a prohibition on resales prior to the handover of condos to buyers, but Chiyoda deemed that measure to be insufficient.
"We'll continue to consider effective measures without letting up," Chiyoda Ward Mayor Takaaki Higuchi told Nikkei in July 2025.
Chiyoda plans to take the same approach for newly developed condominiums within the ward going forward. The measures would only apply to urban redevelopment projects and other projects requiring coordination with the ward. Purely private condo projects will be exempt.
Rising prices for urban housing are an issue in other countries as well. Canada and Australia have moved to restrict home purchases by noncitizens.
In Japan, some are wary of restricting real estate transactions out of concern that excessive constraints could run afoul of the constitution's stipulation that "the right to own or to hold property is inviolable." Further moves toward regulation may necessitate discussion on how to balance ensuring affordability with property rights.
