The government is working with multiple agencies to make public procurement more accessible to startups, helping them secure early business and tap existing demand, Department for Promotion of Industry and Internal Trade Secretary Amardeep Singh Bhatia said.
Speaking at the curtain raiser for the National Startup Awards 6.0 in New Delhi, Bhatia said consultations were underway to strengthen existing procurement provisions. He also called for greater private-sector participation and deeper engagement between startups and established companies.
Bhatia said he hoped that supporting startups would help some of them join the Fortune 500 list over the next decade. He also called for stronger links between startups and vendor supply chains, noting that innovators face no restrictions on owning patents when accessing larger markets outside India.
Despite exemptions granted to startups under the General Financial Rules , accessing the benefits remains a challenge, DPIIT said.
An official attributed the difficulties partly to information gaps and said the department was working with the Ministry of Finance, the Ministry of Micro, Small and Medium Enterprises, and the Department of Public Enterprises to develop a framework for new offerings.
The official said the GFR already provides certain relaxations, while various agencies have issued circulars to make the government procurement process easier. However, ensuring startups can access these benefits remains a challenge.
