A new subject called information and innovation technology (IIT) will be introduced gradually in Hong Kong primary schools from September 2028 to boost students’ digital literacy, with artificial intelligence (AI) one of its highlights.
Students as young as seven will be able to hold simple “conversations” with an AI system, using simple prompts or commands, after learning about the technology.
The Education Bureau said the aim of the “Information and Innovation Technology Curriculum Framework for Primary Schools (Provisional Draft)”, announced on Friday, was to enhance students’ curiosity and interest in learning innovation technology, as well as their digital literacy and creativity.
Pupils will have one 35-minute IIT lesson a week from Primary One to Six, with at least 28 classes or 16 hours for each grade – a total of 168 lessons across six years.
The subject will be introduced gradually, beginning with Primary One and Primary Four in the 2028-29 school year, with full implementation in 2030-31.
But the bureau said schools that were adequately prepared could also fully implement the curriculum in the 2028-29 school year. Schools may also pilot its content in the next school year.
It said it would provide a series of support measures for schools and teachers, including two briefing sessions on the curriculum framework next month.
William Lam Wai-lim, the bureau’s principal education officer, said the experiences of different countries and regions, including mainland China, in science and technology education had been referenced when drafting the curriculum.
“In the age of AI, students not only need to master information technology knowledge and skills from a young age, but also need to cultivate digital literacy including media and information literacy and AI literacy, the abilities required for human-computer collaboration, and correct values and attitudes,” he wrote in the bureau’s online blog, Insider’s Perspectives.
The new subject will cover five strands: information technology concepts and applications; computational thinking and coding; AI; fundamental engineering and robotics technology; and technology and society. AI and computational thinking and coding will each account for 41 of the 168 lessons.
The draft said schools should guide students to understand that AI is merely an auxiliary tool and avoid over-relying on it to the extent of “outsourcing their thinking”.
Primary One pupils, some as young as six, should be able to understand the concept of “input-processing-output” through everyday examples, such as a juicer, a toaster, a rice cooker and taking pictures.
They are expected to recognise and use common internet applications, such as email, search engines and streaming platforms. It is suggested that they learn how to use search engines to find specific information. Primary Two students will start studying the AI module, according to the draft.
These pupils, who are as young as seven, are expected to cite some examples of AI applications, understand the concepts of intelligence and conduct simple conversations with AI systems using simple prompts or instructions under teachers’ guidance.
Senior primary students will learn more advanced AI concepts, such as generative AI.
In Primary Five, pupils will learn to write complete prompts following a basic structure. They are encouraged to use prompt frameworks to create story illustrations, brief descriptions, posters and other materials.
They also are to understand the relationship between computing power, chip technology and tokens and the three key elements of AI: data, algorithms and computing power.
In Primary Six, students are to compose prompts independently to accomplish tasks. It is suggested they design and test prompts and compare the impact of different writing styles on the results generated by AI to meet the needs of different tasks.
They should also know AI may produce erroneous, biased results and judgments and recognise their impacts, such as AI hallucinations.
The bureau also said the new subject would not be included in the Primary Five and Six internal assessments, a series of exams whose scores determine students’ secondary school placement rankings. Teachers can submit their views on the draft through a survey by December 2.
