The US aluminum industry’s main trade group is pushing for Canada and Mexico to match Washington’s tariffs on imports of the metal from outside North America, while declining to take a position on whether President Donald Trump’s current 50% levy should be lowered.
“Whatever tariff the US has on aluminum, we need to see Canada and Mexico align on that tariff and implement it at their border with the rest of the world, so that we can trade equally within the North American region,” Aluminum Association Chief Executive Officer Chuck Johnson said Thursday at a media briefing on the sidelines of the group’s annual meeting in Washington.
The push is part of a broader effort by the industry to create a more unified North American aluminum market. In August, the Aluminum Association and its Canadian counterpart urged Washington and Ottawa to stop targeting each other with tariffs and instead forge a common front against competition from China and other non-market economies. The US relies on imports for roughly 60% of its primary aluminum needs and Canada is by far its biggest foreign supplier.
Asked whether the association wanted the 50% US tariff reduced, Johnson said the group wasn’t taking a position.
“We are staying out of the White House’s business when it comes to the movement of the tariff rate itself,” he said, adding that the focus is on making whatever rate is in place workable for the industry.
The group is also calling for tougher rules of origin, stronger “smelt and cast” provisions and improved monitoring of aluminum entering and trading within North America. Johnson said the Section 232 tariff regime has proved durable since it was introduced during Trump’s first term, but added that the rate and other parts of the system could be adjusted.
The association has historically been wary of tariff-rate quotas and generally favors a simpler, more uniform tariff structure. The more complicated tariffs become, Johnson said, “the more opportunities there are for arbitrage, and that’s a situation that just makes brokers rich.”
