Oil Ltd.’s chief executive said there was still a lot that needs to be worked through ahead of a Nov. 15 deadline for Canada’s major oil sands producers to reach a production and carbon capture agreement with the federal and provincial governments.

Both governments are set to offer financial incentives to grow production and are backing a new million-barrel-a-day pipeline to the west coast.

A final agreement between the parties will be key to boosting oil production and achieving Alberta Premier Danielle Smith’s goal of doubling the province’s oil and gas output within a decade. Industry figures, including Whelan, have said the growth objectives could require C$100 billion ($71.6 billion) of capital expenditure or more, a pace of spending not seen in the oil sands in more than a decade.

Carney’s government recently introduced legislation that would allow energy companies to deduct 100% of capital costs in one year versus just a percentage under existing laws. He has also rolled back some environmental rules and pledged to speed through regulatory hurdles for the new pipeline to the British Columbia coast. The proposed conduit would allow greater exports to Asia and reduce dependence on the US as a customer.
