OMAR FARUK MOGADISHU, Somalia — Somali pirates have seized an Iranian fishing vessel carrying 23 people, the Maritime Security Center Indian Ocean said, warning that the ship was approaching a commercial shipping lane and could become a floating base for further attacks.
