HO CHI MINH CITY -- Vietnam's state power utility has scrapped one of two peak power pricing periods and extended the other by two hours, moves aimed at reducing grid strain when demand is highest and solar generation falls away.
The peak period from 9:30 a.m. to 11:30 a.m. has been scrapped, while the evening peak now runs from 5:30 p.m. to 10:30 p.m.
The changes come under a new tariff structure rolled out Sunday by state-owned Electricity Vietnam (EVN).
They reflect how Vietnam's rapid solar buildout has altered electricity demand patterns but could also reshape incentives for manufacturers, renewable-energy developers and companies seeking to buy energy from producers under the country's nascent direct power purchase agreement (DPPA) scheme.
Producers will no longer receive higher prices during the day, with officials less worried about shortages during those hours now that solar generation has rapidly expanded across the country.
EVN began the transition on Sunday, the same day it cut retail electricity prices by an average of 2% in response to a government order to support consumers and businesses. The government said the reduction would shave 0.08 of a percentage point off inflation. Higher prices have been a concern amid the energy crisis triggered by the Middle East war.
Vietnam has become ASEAN's top solar producer, but the latest tariff changes underscore a challenge facing policymakers: How can they increase renewable generation while ensuring adequate power supplies at night, when solar output disappears?
The shift to a single peak period is expected to benefit some companies more than others. Factories that run an extra midnight shift after peak pricing ends could see lower electricity bills, while those with batteries can store solar power generated at noon and deploy it in the evening.
The changes also coincide with an important transition for DPPAs, with dozens of projects in the works, including landmark deals involving Samsung and Lego.
Removing a peak period may be "a speedbump to incentivizing industrial sector decarbonisation," Giles Cooper, a partner at Allens law firm and DPPA specialist, told Nikkei Asia. "It risks sending the wrong signal about the true costs of supplying electricity while needing to invest in a rapidly expanding power system with a growing share of variable renewable energy." The shift of peak hours entirely to the evening was "prompted by the increasing use of solar power during the day," according to state-run Vietnam News.
In that sense, solar power may have become a victim of its own success. As solar capacity expanded rapidly and eased daytime supply concerns, policymakers shifted their focus to the evening, when renewable generation drops off, but demand remains strong.
But the industry is expected to continue expanding, said Thai Hoang Quynh, vice president of power systems at Schneider Electric. The German company advised Samsung on a deal to buy 70 gigawatt-hours of solar power a year for its plant in Thai Nguyen reducing carbon emissions by 46,000 tons.
Samsung Electro-Mechanics Vietnam in Thai Nguyen province. Samsung announced Vietnam's first virtual direct power purchase agreement in June, part of a growing market for renewable energy deals between corporate users and power producers.
"The benefit is there are fixed costs, and this is certified as renewable," Quynh said at the U.K.-Vietnam Business Forum on Thursday, adding that vendors and local branches increasingly are required to meet green targets set by global corporations. "Renewable energy can help suppliers reduce their emissions." The Samsung deal, announced in June, is Vietnam's first virtual DPPA. The South Korean tech titan continues to receive electricity from the grid while a producer elsewhere offsets that consumption by generating solar power.
Most other DPPAs are physical arrangements, such as a solar farm supplying power directly to a corporate customer. Quynh expects more such deals as industrial parks adopt direct purchases, allowing one tenant to buy electricity from another.
Similarly, the Vietnam Singapore Industrial Park signed a DPPA with Lego last year, a deal the Danish toymaker described as "the first large-scale renewable energy solution specifically designed for industrial use in Vietnam." Lego previously told Nikkei Asia that Vietnam's solar capacity was key to its decision to build what it called its most sustainable factory globally, demonstrating the rising importance of renewable energy for manufacturers investing in the country.
