NEW YORK -- Japan could gain an edge in developing its own AI stack tailored to the country's defense needs, Palantir Technologies CEO Alex Karp said in an exclusive interview with Nikkei, signaling the U.S. big data analytics firm's eagerness to supply AI systems to the Japan Self-Defense Forces.
He stressed Japan's private sector needs to develop, train and control its own AI models to protect its intellectual property.
Founded in 2003 by Karp, tech titan Peter Thiel and others, Palantir has developed proprietary AI systems that rapidly identify optimal solutions from vast fragmented data sets. It is among the tech industry's most deeply embedded players in the military and intelligence sectors.
The U.S. military is said to have cut the time needed to select targets from 12 hours to just one minute using Palantir's technology.
On Japan's next-generation defense systems, Karp said the challenge was to develop a suite of AI products focused specifically on defending the country's borders and territory, rather than building systems for a vast military establishment like that of the U.S.
Japan is considering introducing AI into the Self-Defense Force's command-and-control systems, an area in which Palantir is a leading contender.
Karp, who has a deep interest in philosophy and history, praised Japan's military tradition, saying its shogunate roots have a "more so sovereign, more loyal culture and [with] much lower corruption" and that, historically, Japan has maintained a relatively small military organization with world-class capabilities.
"So the modern AI stack in Japan will be very much built upon the attributes that made Japan one of the more important lethal warfighting countries in the world," he said. This could give Japan "an edge if attacked." The U.S. and China are expected to dominate the global market for AI models. Commenting on Japan's push to develop proprietary AI models, Karp said, "It's not realistic for any country besides America or China to own that whole stack." Although "that's not going to happen in the next five years," he would "really hope it will happen in Japan" while the country gradually brings in American technology.
Karp said Palantir's systems have been deployed in Ukraine and the Middle East. In Ukraine, "the most effective and lethal weapons are drones powered by AI." In Israel, "it's really a hybrid of humans and AI. It's a hybrid of large objects, fighter planes and human operatives." Palantir's shares have soared fifteenfold in the past three years. Growth has also been strong in its commercial business, including supply chain optimization, with revenue roughly doubling from a year earlier in the April-June quarter.
"Japan had a huge advantage because it was adopting the best practices, and that accelerated Japan," Karp said, suggesting there is further room for AI adoption. Karp warned against putting proprietary know-how into AI models, stressing the need to "make sure the knowledge doesn't go out to anyone else." "For things that are your unique know-how, you really want to move to using something like an application layer," Karp said. Training external AI models on proprietary intellectual property could indirectly help other companies using the same models.
Alex Karp says that "we can learn a lot from Japan," where a "middle class dominated" society made the country "so stable." Palantir's technology allows customers to operate AI systems internally, isolated from external networks. He said Japan has companies with hundreds of years of history and specialized manufacturing methods.
Japan has "hundreds of years of tradition on how to build, how to conceive, how to augment, how to train," he said. Japan, he added, needs to train AI on domain-specific expertise "without sending that know-how across the world." Karp is known for his outspoken remarks and has stirred controversy by claiming that technology companies have a responsibility to defend Western values and contribute to national defense.
He once again underscored his sense of urgency, warning that if Japan, the U.S. and Europe fall behind in adopting AI, "China just wins [both] in commercial and defense."
In a recent argument over AI regulations, Karp said that if AI causes harm and "if things go wrong," AI model companies "have to be liable."
He also pointed out the biggest issue with AI is that "disproportionate wealth" goes to "a very, very small number of people. ... I could be 20 times wealthier, and that is very bad for our politics if left alone."
