Fewer than half of the nearly 4,000 people who took California’s July bar exam passed the lawyer licensing test, marking the state’s lowest overall pass rate since 2018.

The overall pass rate in New York — the biggest bar exam state with nearly 10,000 taking the test — fell to 67% from 70% in July 2025. Florida and Illinois also saw their July pass rates fall three percentage points, landing at 64% and 71%, respectively. Texas and the District of Columbia each saw their overall pass rates decline five percentage points to end up at 70% and 75%.

Four of those states posted pass rates that were 2 percentage points or higher than in July 2025, when they used the legacy bar exam. Idaho’s pass rate was one percentage point lower at 80%, while Missouri’s was down two percentage points at 77%.
