吉隆坡 —— 马来西亚交通部长陆兆福表示，即使他离开内阁，主要基础设施项目仍将按计划推进，并称一旦前总理纳吉布的居家监禁安排生效，他将辞职。
KUALA LUMPUR -- Malaysian Transport Minister Anthony Loke said major infrastructure projects will remain on track even after he leaves the cabinet and said he would step down once house arrest for former Prime Minister Najib Razak begins.
“项目都已敲定，且已有足够的保障措施，”陆兆福周四对《日经亚洲》表示。
"The projects are all locked in and there are enough safeguards in place," Loke told Nikkei Asia on Thursday.
9月28日，陆兆福因特赦局决定让纳吉布以居家监禁方式服完剩余刑期而提交辞呈抗议。他表示将在该安排生效时离开内阁，但具体日期尚未确定。
On Sept. 28, Loke submitted his letter of resignation in protest over the Pardons Board's decision to place Najib under house arrest to serve the remainder of his prison sentence. He has said he will leave the cabinet when the arrangement takes effect, although a date has yet to be set.

Asked when Najib's house arrest would begin, Loke said: "I really don't know. It could be within [the] next month or two or longer. It depends on how fast he could raise the 50 million ringgit and other technicalities," he added, referring to a court-imposed fine, equivalent to $12.3 million, that Najib must pay for the house arrest to take effect. The minister said the country's biggest transport projects would not be affected by his departure.

He oversees the 665-kilometer East Coast Rail Link (ECRL), one of China's largest Belt and Road Initiative projects in Malaysia, with a construction cost of 50.27 billion ringgit ($12.35 billion). The railway is being built by China Communications Construction Co.
交通部管辖的另一项关键项目是耗资100亿令吉、连接新山和新加坡的捷运系统（RTS）。
Another key project under the ministry is the 10 billion ringgit Rapid Transit System linking Johor Bahru and Singapore.
“RTS和ECRL已接近完工，将在未来几个月投入运营。它们不会受到（部里）领导层变动的影响，”陆兆福说。
"The RTS and ECRL are almost complete and will be operational in the next few months. They will not be affected by any changes of leadership (in the ministry)," Loke said.
“这些都是马来西亚重要的基础设施项目，将对国家和经济产生长远影响。”ECRL计划于12月12日开始商业载客运营，而RTS预计将于2027年2月开始运营。陆兆福还指出巴生港扩建项目取得进展，表示该项目已获得批准。
"These are all important infrastructure projects for Malaysia which will have long lasting impact for the country and the economy." The ECRL is scheduled to commence commercial passenger operations on Dec. 12, while the RTS is slated to begin operations in February 2027. Loke also pointed to progress on the expansion of Port Klang, saying approvals have already been secured for the project.

Nazery Khalid, a maritime analyst and adjunct professor at University Malaysia Terengganu, said expanding capacity at Port Klang remained essential as Malaysia's main sea gateway approaches its limits.

The transport minister leads the Democratic Action Party, the largest component party in Prime Minister Anwar Ibrahim's ruling coalition, with 40 seats in the 222-seat Parliament. Anwar's own People's Justice Party holds 27 seats.

Loke has said the DAP will support Anwar's government "till the end of its term." Oh Ei Sun, principal adviser at the Pacific Research Center of Malaysia, described Loke's impending departure as a "huge blow" because he heads a major coalition partner.

But Oh said continued DAP support ultimately matters more for the government's survival.

While balancing ties between Beijing and Washington has become more challenging amid the U.S.-China trade war, Malaysia has managed to remain "neutral," Loke said.
