China and Oman have agreed to deepen cooperation in BeiDou satellite navigation, artificial intelligence and the digital economy, as Beijing seeks to expand the overseas applications of its home-grown technologies during the Sultan of Oman’s historic first visit to China.
Analysts said the agreements reflected Beijing’s efforts to tap potential infrastructure opportunities in Oman as the Gulf state’s strategic importance grew amid the Middle East conflict.
The agreements were signed during the trip to China by the Sultan of Oman, Haitham bin Tariq, during which he met President Xi Jinping in Beijing.
According to their joint statement, the two countries signed 14 memorandums of understanding, covering areas including central bank digital currencies, the BeiDou satellite navigation system, space technology and supply chain investment.
China’s National Development and Reform Commission (NDRC), the country’s top economic planner, said on Monday that the two sides would identify areas for cooperation in the application of BeiDou – China’s home-grown alternative to the US-run Global Positioning System (GPS) – and establish a regular mechanism to advance their partnership.
The two countries also agreed to deepen cooperation in the digital economy and transformation, information technology, talent development and support for tech start-ups and small and medium-sized enterprises, according to the NDRC.
They would also exchange expertise on legislation, strategies and policies related to data and the digital economy, the agency said.
The agreements come as Beijing has been stepping up efforts to promote its home-grown technologies overseas, from the BeiDou satellite navigation system to the digital yuan, as it seeks to expand their international adoption.
Alicia Garcia-Herrero, chief Asia-Pacific economist at French bank Natixis, said cooperation with Oman on satellite navigation and the digital currency would bring incremental gains for China.
“Oman is a winner,” she said, pointing to the country’s growing strategic importance as Gulf states sought alternative energy export routes amid the Iran war.
She said Oman’s approach to regional diplomacy was similar to China’s, with both maintaining commercial ties with Iran while balancing relations with other regional powers, creating opportunities for closer cooperation.
China was also eyeing potential infrastructure contracts as Qatar and the United Arab Emirates looked to develop pipeline routes towards Oman, she said.
“It’s very important for China to be on good terms with Oman,” she said, adding that Beijing was likely aware of the substantial infrastructure investment the country could attract.
China has long sought to promote its home-grown BeiDou satellite navigation system overseas, particularly in countries taking part in its Belt and Road Initiative.
Beijing began promoting BeiDou in the Middle East a decade ago,g a cooperation agreement with Saudi Arabia in 2016, followed by further initiatives in Tunisia and Iraq to expand the system’s regional adoption.
The latest agreements also come as Oman seeks to diversify its oil-dependent economy under its Vision 2040 plan, with a focus on developing non-oil industries, including tourism, logistics and digital technology.
Less than two weeks before the sultan’s visit, Oman launched the second phase of its National Digital Economy Programme, aiming to boost the sector’s contribution to GDP to 1.5 billion Omani rials (US$3.9 billion) by 2030 and create 3,000 direct jobs annually.
China is Oman’s largest trading partner, with bilateral trade reaching around US$25 billion in 2025, according to Omani government figures. This trade remains heavily centred on energy, with Oman mainly exporting crude oil, liquefied natural gas and related products to China, while importing machinery, electrical equipment, vehicles and other manufactured goods.
