Hydro-Quebec, a Canadian renewable-energy powerhouse with major US export contracts, is stretching an investment plan worth C$200 billion ($143 billion) by six years to 2041. Until then, it anticipates potentially being a net importer of electricity.

Quebec’s state-owned utility launched an ambitious action plan in 2023 to build new power generation capacity and improve transmission reliability by 2035. The plan aimed to meet demand amid an energy shortfall and a boom in the electric vehicle industry, and fulfill its power export commitments to the US.

Hydro-Quebec expanded its US presence with the opening of two major projects this year: the Blackstone Inc.-backed Champlain Hudson Power Express feeding New York City and Avangrid Inc.’s New England Clean Energy Connect.

As EV battery-manufacturing projects collapsed and EV adoption takes more time than expected, Hydro-Quebec says the need for energy is lower than forecast. “The increase in demand is more gradual than expected,” said spokesperson Cendrix Bouchard.

A new 15-year electricity supply plan released Tuesday expects capacity demand to grow by 30% to 52,000 megawatts by 2041, with more than half to meet the needs of transportation electrification.

Hydro-Quebec is struggling in the meantime with low water levels in its reservoirs, pushing it to buy electricity on external markets — including US spot markets. Even if water levels return to normal by 2028, the utility assumes it will import more than it exports until 2041. This is a significant turnaround, considering its many past efforts to sell its cheap power in the US.

The additional capacity will mainly come from wind power and hydroelectricity. TC Energy Corp.’s natural gas power plant in Becancour will also be upgraded as part of the energy mix rollout; it has been essentially out of service since it was commissioned in 2006.

Hydro-Quebec entered in August into a new 50-year supply agreement with Newfoundland and Labrador. The deal worth near C$50 billion will increase Churchill Falls Labrador Corp.’s hydroelectric power production through upgrades and the construction of a new run-of-river generating station on the Churchill River at Gull Island, with Hydro-Quebec acting as the principal constructor.

In September, Hydro-Quebec filed a lawsuit against three Massachusetts electricity distributors — Eversource Energy, National Grid PLC and Unitil Corp. — for withholding about $40 million in payments related to the New England Clean Energy Connect contract.

“The dispute arises from disagreements related to certain delivery interruptions that occurred during the exceptional winter conditions of January and February 2026,” Hydro-Quebec said in an emailed statement. The utility cited a force majeure clause as a justification — the interruptions occurred during extreme cold and high electricity demand in Quebec.

The three distributors have also sued Hydro-Quebec, claiming their right to hold back their payments.
