The Russian Foreign Ministry summoned Norway’s charge d’affaires in Moscow, Bjorn Svenungsen, on Tuesday and lodged a strong protest for continued seizures of Russian movable and immovable property at the request of Ukrainian companies.
外交部表示，俄罗斯科考船“莫尔恰诺夫教授”号仍被扣留在斯瓦尔巴群岛巴伦支堡港口，此前挪威法院于9月2日应乌克兰国家能源公司“纳夫托加斯”及几家乌克兰企业的请求查封了该船。
The ministry said the Russian research vessel Professor Molchanov remained detained at the port of Barentsburg in the Svalbard archipelago after a Norwegian court seized it on Sept. 2 at the request of Ukraine’s state energy company Naftogaz and several Ukrainian enterprises.
外交部称，北特罗姆斯和森亚地方法院于10月28日驳回了俄罗斯国有阿尔克蒂库戈尔信托公司提起的上诉，后续诉讼可能需要数月时间。
It said the District Court of North Troms and Senja rejected an appeal filed by Russian state-owned Arktikugol Trust on Oct. 28, and that further proceedings could take many months.
外交部说：“注意到，考虑到严酷的北极气候和天气，这艘并非为这种条件设计的船只如果长期在冬季滞留，可能导致其损坏并造成严重的环境后果。”
“Attention was drawn to the fact that a prolonged winter stay of a vessel not designed for such conditions, given the harsh Arctic climate and weather, could result in its breakdown and serious environmental consequences,” said the ministry.
莫斯科敦促奥斯陆无条件遵守国际法，包括《斯瓦尔巴条约》的规定，该条约保障签署国公民自由进入该群岛。
Moscow urged Oslo to comply unconditionally with international law, including the provisions of the Svalbard Treaty, which guarantees citizens of signatory states freedom of access to the archipelago.
外交部表示，扣留船只严重阻碍了进入群岛，在挪威对俄限制导致俄罗斯特与斯瓦尔巴群岛之间的航线暂停后，“莫尔恰诺夫教授”号已成为直接运送俄罗斯人员和必需物资前往群岛的唯一途径。
The ministry said the detention had significantly hindered access and that, after Norway’s restrictions on Russia led to the suspension of air links between Russia and Svalbard, Professor Molchanov had been the only means of directly transporting Russian personnel and essential supplies to the archipelago.
外交部还表示，挪威法院于9月22日查封了俄罗斯在奥斯陆的五处房产。
The ministry also said a Norwegian court seized five Russian properties in Oslo on Sept. 22.
外交部敦促挪威遵守国际法，包括1961年《维也纳外交关系公约》和2004年《联合国国家及其财产管辖豁免公约》。
It urged Norway to comply with international law, including the 1961 Vienna Convention on Diplomatic Relations and the 2004 UN Convention on Jurisdictional Immunities of States and Their Property.
外交部说：“俄罗斯外交部和俄罗斯主管机构将继续努力，争取解除对俄罗斯财产的查封。”
“Russia’s Foreign Ministry and competent Russian agencies will continue efforts to secure the lifting of the seizures of Russian property,” it said.
俄罗斯驻斯瓦尔巴群岛总领事正在为船上船员提供领事及其他协助，声明补充道。
Russia’s consul general in Svalbard is providing consular and other assistance to crew members who are aboard the vessel, it added.
