Defense Secretary Pete Hegseth is expected to receive a final report on the review by early November, according to two defense officials, who were granted anonymity to discuss internal planning.

Pentagon policy chief Elbridge Colby, who is leading the review, said in a speech Wednesday that it will lead to “a better and stronger NATO that is more durable,” since members will need to spend more on their own defense. “It will also give Europe more military capacity to work with.” Colby has dubbed the effort NATO 3.0.

In the meantime, Russia’s actions are appearing increasingly menacing. A Danish military intelligence assessment released Thursday warned of a near-term “low but growing risk that Russia will launch a limited military attack against one or several NATO countries bordering Russia.” Germany has accused Moscow of a failed armed drone plot targeting the Leipzig airport last month. Just this week, drones violated Moldovan and Romanian airspace following Russian attacks on Ukraine. And Poland scrambled fighter jets after a Russian military helicopter violated its airspace and Russian drones flew near its border with Ukraine.
