By Patrick Donahue and Kamil Kowalcze German lawmakers backed a temporary fuel-tax cut worth €2.5 billion ($2.8 billion) starting next week as Chancellor Friedrich Merz’s coalition seeks to ease the burden of surging prices on consumers.
The measure, a three-month reduction of as much as 17 euro cents ($0.19) a liter for gasoline and diesel, passed the Bundestag lower house and will go straight to the upper house of parliament, or Bundesrat, for final approval later on Friday so it can take effect Oct. 1.
Merz’s conservative Christian Democrats suffered three bruising defeats in state elections this month, with voters taking aim at the political establishment and the far-right Alternative for Germany gaining support.
Manuela Schwesig, the Social Democrat premier of Mecklenburg-Western Pomerania in northeastern Germany, said the issue of record fuel prices was central to voter concerns. Her SPD came second to the AfD in the state vote there, though will likely be able to revive a governing coalition.
“In recent weeks, the only topic was people saying: Frau Schwesig, we can’t cope anymore with €2.50 at the pump,” Schwesig told Bundesrat delegates Friday. “And the people showed us that in the election,” she said, adding that the fuel rebate being pushed through won’t be enough to assuage consumers.
Merz’s CDU failed to meet the 5% threshold to enter the regional assembly, a first for the conservative party since the foundation of the federal republic in 1949.
The chancellor and his coalition were taken to task particularly for allowing a previous fuel-tax cut worth €1.6 billion to lapse in July. Last week Merz called the new rebate “no small matter at a time of tight budgets,” but said the move was necessary for consumers.
The government estimates that the fuel-tax cut will also trigger a reduction in sales-tax revenue of around €293 million, but expects that to be offset as consumers spend the money they’ve saved on other goods.
Fuel prices in Germany eased slightly in the past week, with Super E10 gasoline slipping 3.3 cents to €2.267 a liter. Diesel was little changed at €2.248, according to automobile association ADAC.
The coalition also agreed to a temporary cap on pump prices to take effect by Jan. 1, though details have yet to be spelled out. One option is to set a maximum retail price tied to oil-market movements, drawing on systems used in Belgium and Luxembourg.
Merz’s conservatives blocked a proposal from the Social Democrats to levy a windfall tax on oil companies, though Finance Minister Lars Klingbeil, the SPD co-leader, said he would continue to pursue that option at the European Union level.
Klingbeil’s ministry will draw on unspent budget funds this year and cover the balance through a “mix of financing measures,” he said last week.
