GENEVA – The United Nations rights chief warned on Sept 25 of the threat the escalating fighting in Ethiopia poses to civilians, adding that “deeply troubling” internet and telecommunications interruptions were increasing the risks.
提格雷人民解放阵线（TPLF）本周在当地武装团体支持下夺取了当地机场，并向邻近的阿法尔州和阿姆哈拉州发动攻击，称他们再次与联邦政府陷入“全面战争”。
The Tigray People’s Liberation Front (TPLF) seized local airports and launched attacks into the neighbouring states of Afar and Amhara this week with the support of local armed groups, saying they were once again in a “full-blown war” with the federal government.
联合国人权事务高级专员沃尔克·图尔克在一份声明中表示：“我对近期敌对行动升级……及其已对平民造成的有害影响深感震惊。”“所有各方必须紧急缓和局势，避免重返全面战争。”
“I am deeply alarmed by the recent escalation in hostilities... and the harmful impacts it is already having on civilians,” said a statement from UN High Commissioner for Human Rights Volker Turk.
联合国人权办公室强调报告称，埃塞俄比亚国家国防军（ENDF）的空袭（部分使用无人机实施）于9月22日击中提格雷的五所学校，造成人员伤亡。
“All parties must urgently de-escalate tensions and avoid a return to full-scale war.” The UN rights office highlighted reports that airstrikes by the Ethiopian National Defence Force (ENDF), some carried out using drones, had hit five Tigray schools on Sept 22, resulting in deaths and injuries.
声明称：“据报道，9月23日阿姆哈拉州科博镇遭到迫击炮袭击，实施者疑为埃塞俄比亚国家国防军，也导致平民死亡。”
“A mortar strike on Sept 23 in Kobo town in Amhara reportedly by the ENDF also resulted in civilian deaths,” it said.
图尔克呼吁各方确保平民受到保护，并允许“安全、无阻碍的人道主义准入，以惠及所有需要者”。
Turk called on the parties to ensure civilians were protected and to allow “safe and unimpeded humanitarian access to all who need it”.

He also criticised the near total disruption of phone networks and the internet, which has raised fears in Tigray of a return to the devastating blockade the northern region experienced during the last civil war.

Turk also deplored an ongoing campaign of “forced mass recruitment of civilians, including children, by TPLF across Tigray”, that included reprisal against anyone resisting recruit – and their families. Turk also mentioned “disturbing reports of arbitrary conscription by government forces”.
