Cross-boundary talent flows within the Hetao innovation hub will be launched by June next year at the latest, Hong Kong’s technology minister has said, after the city leader pledged to enable the free movement of data by the end of this year.
创新科技及工业局局长孙东星期日在电台节目上谈及有关计划时，首次公布了启动期限。他还表示，香港微电子研究开发院（MRDI）今年启动的半导体生产项目有望推动科研成果落地，并为大湾区实现规模化生产铺路。
Speaking on a radio programme on Sunday, Innovation, Technology and Industry Secretary Sun Dong gave the first deadline for the scheme, also saying semiconductor production, due to begin at the Hong Kong Microelectronics Research and Development Institute (MRDI) this year, could materialise scientific results and pave the way for mass production in the Greater Bay Area.
“我们希望尽快启动数据流动试点。人员流动最迟必须于明年6月30日启动。”孙东说。
“We hope to launch a pilot scheme for data flows as soon as possible. The flow of people must begin by June 30 next year at the latest,” Sun said.
他指的是河套深港科技创新合作区香港园区，该园区是香港重点创新平台之一。

Building 1 of the park, the flagship launch pad for the Northern Metropolis University Town, had already reached an 80 per cent leasing rate, he said.

The building would house the headquarters of the United Nations Industrial Development Organisation’s centre of excellence on global advanced manufacturing in the second quarter of next year, as well as the headquarters of the Life and Health Technology Research Institute, Sun added.

For the remaining roughly 20 land parcels in the park’s first phase, the government had received six bids from semiconductor, artificial intelligence (AI) and quantum technology companies, as well as developers, he said.

Established in 2024 and based at the Yuen Long InnoPark, the institute would lead the operation of Hong Kong’s first national manufacturing innovation centre, focusing on third-generation power semiconductors, according to the policy address supplement.

The institute had already secured tens of millions of dollars in cooperation orders ahead of its official launch, Sun said. Once fully operational, its two pilot lines would be able to handle more than 50 cooperation cases a year, he added.

To further support start-ups and industry growth, the government would establish a HK$10 billion (US$1.27 billion) innovation and technology industry-oriented fund by year-end, expecting the private sector to contribute HK$30 billion to create a total pool of HK$40 billion, Sun said.

The government had also earmarked an additional HK$1 billion to top up the Innovation and Technology Venture Fund to HK$2.5 billion, aiming for a HK$10 billion capital pool to support early-stage start-ups, he added. On AI infrastructure, phase one of the Sandy Ridge data facility cluster would begin partial operations before July next year, with an overall target of achieving 180,000 petaflops of computing power by around 2030, Sun said.
