By Sakura Murakami Japanese Prime Minister Sanae Takaichi took to social media over the weekend touting efforts to revise the country’s rules related to foreign nationals, days before some of those rules come into effect.

“The government acknowledges that some citizens feel anxious or a sense of unfairness due to the rising number of foreign residents,” she wrote in one of her posts, adding that the ongoing overhaul of rules is being implemented to “ensure order” and “enable both citizens and foreign nationals to live safely and securely.” Takaichi listed a number of changes over a series of posts, also touching on some that have already been implemented, including stricter regulations for visas and a crackdown on illegal residents.

In what appeared to be an effort to show the fruits of the government’s efforts, she said there had been a 90% drop in visas issued in the “business manager” category in the first half of this year from a year earlier. She also said there had been a 15% increase in repatriations in the first half of 2026 from a year earlier.

Her posts come as new rules for permanent residents are set to come into effect on Thursday. Those guidelines include requirements for permanent residents to maintain an income level higher than the national average. Other rules in the pipeline include a requirement that applicants prove proficiency in Japanese and demonstrate an understanding of relevant rules.

“To ensure that both citizens and foreign nationals can live safely and securely, we will continue our efforts to achieve strict yet smooth immigration control and residency management,” Takaichi added.

The posts come as the government overhauls Japan’s policies concerning foreign nationals and immigration, ranging from plans to introduce a fee for travelers to Japan as early as 2028 to tighter visa criteria for those seeking to live and work in the country.

Surveys show that people are feeling uneasy about allowing more foreign nationals to reside in the country. A University of Tokyo survey released in August found that 56.3% of people polled in 2026 opposed having more foreigners in Japan, up from 35.6% in 2024. That survey found that the spike in sentiment against immigration was more pronounced among younger generations.
