Israel does not have a legal right to close the British consulate general in East Jerusalem, former UK Attorney General Dominic Grieve has advised the Foreign Office, according to an advisory paper sent to the government.

The Guardian daily reported on Monday that Grieve, attorney general from 2010 to 2014, argued that Israel cannot close the consulate because it is located in East Jerusalem, which the UN and most of its member states, including the UK, recognise as occupied Palestinian territory.
以色列表示,计划于10月8日关闭该领事馆,以回应英国外交大臣埃德·米利班德(Ed Miliband)本月宣布的对以色列定居点商品实施的全面贸易禁令。
Israel has said it plans to shut the consulate on Oct. 8 in response to the UK’s sweeping ban on trade in goods from Israeli settlements, announced by Foreign Secretary Ed Miliband this month.
格里夫敦促英国通过法律途径挑战这一决定,他指出,以色列正在主张其对东耶路撒冷实施主权控制的权力,而作为占领国,它并不具备这种权力。
Grieve urged the UK to challenge the decision in court, saying Israel was asserting a right to impose sovereign control over East Jerusalem that it does not possess as an occupying power.

“Retaining a consulate general in East Jerusalem after recognition of the state of Palestine preserves the UK’s position that Jerusalem’s final status remains to be determined. It does not concede Israeli sovereignty,” Grieve said.

UK Foreign Office Minister Lord Wood acknowledged in the House of Lords that Grieve may have a point, while warning that Israel could “de facto” make the consulate inoperable.

Grieve also said closure would affect Palestinians by hampering aid, oversight, and reporting from the West Bank and Gaza.

Meanwhile, UK Foreign Minister Ed Miliband on Monday called the Israeli government’s actions in Gaza and the West Bank “a stain on the conscience of the world.”Delivering a sharp criticism at Labour’s annual conference, Miliband said the threats Israel faces “cannot justify” the actions that have followed.
