China has set a goal to achieve initial volume production of solid-state batteries by 2030 – a next-generation technology still in the early stages of commercialisation – as the country seeks to extend its global advantage in the battery industry from conventional lithium-ion batteries into emerging technologies.

According to a road map for the battery sector released by the Ministry of Industry and Information Technology (MIIT) on Monday, the country aims to accelerate the commercialisation of solid-state batteries by reducing costs, improving battery performance and stability, and developing key materials and manufacturing technologies.

“Over the next five years, the new-type battery industry is at a critical window for technological upgrading and we must seize the strategic opportunities presented by technological and industrial innovation,” the ministry said.

The push comes as China’s battery industry, after years of rapid expansion, has established an early global advantage, according to MIIT, but continues to face structural challenges, including limited original innovation capacity and supply-demand imbalances in the lithium ion battery sector.

Solid-state batteries are widely viewed as a potential next frontier for electric vehicle power systems, offering advantages such as improved safety, higher energy density and better performance under extreme temperatures compared with conventional lithium-ion batteries that rely on liquid or gel electrolytes.

The technology remains at an early stage, with such batteries yet to enter large-scale commercial production, partly due to high development and manufacturing costs.

A limited number of vehicles, including some premium models from Shanghai-based Nio, currently use semi-solid-state batteries, which combine solid electrolytes with a small proportion of liquid components to improve performance. Industry executives have also said that large-scale adoption would take time.

At the World Economic Forum’s Annual Meeting of the New Champions, or “Summer Davos”, in June, Robin Zeng Yuqun, founder and chairman of CATL, said that an inflection point in the solid-state battery sector would not take place until 2030.

Meanwhile, Chinese companies are continuing to explore the commercialisation of the technology. Earlier this month, Chery Automobile, China’s largest auto exporter by deliveries, said it would begin testing solid-state batteries next year.

Also in early September, BYD said it would release one model with solid-state batteries next year, according to its executive vice-president Stella Li in an interview with Spanish media.

Monday’s road map from MIIT also called for early strategic planning for the development of other next-generation batteries, including alkali metal-ion types, multivalent-ion units, and nuclear batteries.

Further, the Chinese government aims to promote the application of new battery technologies in products such as smart devices and support the electrification of sectors including automobiles, shipping, aviation and intelligent robots while backing the development of next-generation power systems.
