By Ari Natter A bipartisan group of US senators reached an agreement to move ahead with legislation to speed up federal approval of pipelines, power lines and other large infrastructure projects.

The deal between Democratic and Republican lawmakers has the potential to be a significant victory for both oil companies and renewable energy developers, which have long sought to accelerate federal permitting and scale back environmental reviews that can lead to years of delay and hundreds of millions of dollars in extra costs.

Still, the measure, a priority for the Trump administration, faces a murky and uncertain path in an election year. The Senate won’t vote on the measure until after November’s midterm elections.

As part of the deal, the White House will allow some wind and solar projects that the Trump administration has blocked to move forward, according to Senator Sheldon Whitehouse, a top Democrat on the environment panel. Whitehouse added, however, that he was still seeking details.

Democrats successfully pushed for the measure to include expedited approvals for high-voltage transmission lines needed for renewable energy projects. Republicans secured long-sought priorities, including limits on state use of sections of the Clean Water Act that governors in Northeastern states have used to halt pipelines.

The legislation also includes a 150-day limit on bringing lawsuits challenging projects under the National Environmental Policy Act once a federal permit is issued.

While the agreement over the text marks progress, the legislation could face headwinds in the House from conservative Republicans.
