香港特首表示，香港的首份五年规划凸显了其作为国际城市的基因，同时强调了市场经济的重要性。
Hong Kong’s inaugural five-year plan highlighted its DNA as an international city while emphasising the market economy, the chief executive has said.
行政长官李家超周四在国庆招待会上表示，面对瞬息万变的地缘政治格局和加速发展的AI技术，香港需要一份具备战略眼光的蓝图。他并重点介绍了上个月公布的该规划的三个特点。
Speaking at a National Day reception on Thursday, Chief Executive John Lee Ka-chiu said the city needed a blueprint with strategic vision amid the rapidly changing geopolitical landscape and accelerated growth of AI, as he highlighted three features of the plan that was unveiled last month.
“（它）坚持‘一国两制’原则。这意味着五年规划必须在基本法框架下制定，”他谈到香港的治理原则和小宪法时说。
“[It] adheres to the ‘one country, two systems’ principle. This means that the five-year plan must be developed under the Basic Law framework,” he said, referring to the city’s governing principle and mini-constitution.
“基本法明确规定在香港实行资本主义和普通法制度，并保障资金、人员、货物和信息的自由流通，而首份五年规划则强调市场经济，并坚持‘有为政府’和‘高效市场’并重的原则。”李家超表示，另一个特点是明确了香港在世界上的战略定位，无论是五年规划还是他最新的施政报告，都高度重视香港的全球角色。
“The Basic Law expressly provides for the practice of capitalism and the common law system, as well as the free flow of capital, people, goods and information in Hong Kong, while the first five-year plan stresses a market economy and upholds the two-pronged approach of ‘effective market’ and ‘capable government’.”Lee said another feature was to define Hong Kong’s strategic place in the world clearly, with both the five-year plan as well as his latest policy address attaching importance to the city’s global roles.
“这两份文件重申了香港全球定位的重要性和确立，强有力地表明这是我们城市基因的一部分，”他说。
“The two documents reiterate the importance and establishment of Hong Kong’s global positioning, which powerfully illustrates that it is part of our city’s DNA,” he said.
香港首份五年规划制定了该市2026年至2030年经济和社会发展的方向，并强调了巩固香港作为国际金融、航运、贸易中心以及国际航空枢纽地位的目标。
Hong Kong’s first five-year plan formulates the direction of the city’s economic and social development between 2026 and 2030, and underlines the city’s aim to consolidate its status as an international financial, maritime, aviation and trade centre.
香港还将加快建设国际创新科技中心，打造国际高端人才集聚高地。
The city will also expedite its development into an international innovation and technology centre, and build an international hub for high-calibre talent.
李家超表示，该五年规划发挥了香港的独特优势，并将指导立足于香港实际情况和特点的政策及重大项目的制定。
Lee said the five-year plan leveraged Hong Kong’s unique strengths and would guide the formulation of policies and major projects grounded in the city’s actual conditions and characteristics.
这位城市领导人表示，该蓝图的制定目的不仅仅是为了列举一系列措施，更重要的是为了制定一个战略规划，充分利用“一国两制”的优势，帮助香港抓住与国家发展相契合的机遇。
The city leader said the aim of the blueprint was not merely to list a series of measures, but to lay out a strategic plan that exploited the advantages of “one country, two systems” to help Hong Kong seize opportunities that aligned with national development.
在同一次招待会上，香港首位宇航员赖嘉颖也从太空中发来了讲话，以庆祝中华人民共和国成立77周年。
At the same reception, Hong Kong’s first astronaut, Lai Ka-ying, also delivered a speech from outer space to celebrate the 77th anniversary of the founding of the People’s Republic of China.
赖嘉颖表示，她非常激动和自豪能够在中国的空间站里庆祝国庆节，并强调作为国家航天任务的一员，让她对国家的实力充满了信心。她对中国对香港和澳门的关怀与支持表示感谢，并表示自己非常珍惜能够参与这一任务的机会。
Lai said she was excited and proud to celebrate National Day in China’s space station, adding that being part of a national space mission filled her with confidence about the country’s strength. She expressed gratitude for China’s care and love for Hong Kong and Macau and said she treasured the opportunity she had been given to be a part of the mission.
“我们国家的全力支持始终是香港和澳门最坚实的后盾，也是他们信心的最大来源，”她说。
“Our country’s full support is always the strongest backdrop and the greatest source of confidence for Hong Kong and Macau,” she said.
赖嘉颖还表示，香港将在“五年规划”的指导下，通过融入国家发展大局来实现自身的繁荣与发展。报道
