NEW DELHI -- India's opposition parties have stepped up their demands that the country's chief election commissioner, Gyanesh Kumar, resign over alleged manipulation of voter lists during a major revision of the country's electoral rolls. Those changes allegedly excluded about 130 million people in a manner that the opposition says favors the ruling party led by Prime Minister Narendra Modi.
After an alliance of opposition parties held a meeting lasting about three and a half hours on Wednesday, Mallikarjun Kharge, president of the country's main opposition party, the Indian National Congress (INC), called the Election Commission of India, headed by Kumar, "a puppet" of Modi and his close aide, Home Minister Amit Shah.
Kumar has faced opposition criticism since the review of voter rolls, an otherwise routine process, began in June last year under an exercise called Special Intensive Revision (SIR) According to local media, this has so far led to the removal of about 130 million people from draft voter lists. Excluded voters can rejoin the electoral roll after providing some personal details, according to the commission.
The INC, along with other opposition parties, has alleged that the voter lists are being manipulated to favor Modi's Bharatiya Janata Party (BJP). The INC on Tuesday demanded the restoration of voters whose names have been removed. Modi's government, the BJP and the commission have denied the opposition's allegations.
The clamor for Kumar's removal grew after an investigation by The Indian Express, a local newspaper, revealed last week that two of Kumar's fellow commissioners formally objected at least 14 times over the past 10 months to decisions the commission took and orders it issued. The commission made the moves without the two dissenting members' knowledge, the newspaper reported. India's Election Commission is overseen by three election commissioners, with Kumar acting as chief.
Amid reports of internal dissent, the commission issued a statement last week, saying, "Differing views and observations are a normal part of deliberation in any institution. "They are a part of the decision-making process before a final decision is taken. Not only the three Commissioners, but every officer of the Commission is fully authorized to give his suggestions to the Commission for improving the electoral system," it said.
On Wednesday, the INC's Kharge also announced the opposition alliance's plan to hold a weeklong "save democracy" protest in all districts of the country from Friday to Thursday next week, and a big rally in the Indian capital on Nov. 1. "On Oct. 6, all members of parliament from the opposition parties will march to the Election Commission [in New Delhi]," he told reporters.
The alliance "is very much together" on this matter, said Mamata Banerjee, another opposition leader and former West Bengal chief minister who lost her state election to the BJP earlier this year. Banerjee accuses Modi's party of stealing votes to win elections in her state and several others. For his part, the INC's Rahul Gandhi, who holds the position of leader of the opposition in the lower house of parliament, charged Modi and Shah with destroying democracy. "There is a new sense of resistance, particularly among young people, that what is going on in India is wrong and needs to be stopped."
His comments came as the Cockroach Janta Party also demanded Kumar's resignation and announced its own protests on Friday. The Cockroach Janta Party is a youth-led movement, not a political party. Its weekslong protests over alleged leaks of exam papers led to the resignation of Modi's education minister in late July.
The BJP on Sunday hit out at Gandhi and the opposition alliance, saying it was "making baseless allegations questioning the impartiality of the Election Commission and for conspiring to malign the country's constitutional institutions."
In a statement, it said that the INC and its allies, "frustrated by their repeated electoral defeats, remain determined to undermine constitutional propriety in an attempt to conceal their failures." The clash between the ruling and opposition parties has escalated ahead of elections in several key Indian states next year, including northern Uttar Pradesh, with both sides leaving no stone unturned to woo voters.
Amit Ranjan, a research fellow at the National University of Singapore's Institute of South Asian Studies, said the opposition appears to have "a political edge" at present, but says the outcome "depends on how effectively it [uses] the issue" to its advantage.
Elections in states like Uttar Pradesh, Punjab and Uttarakhand are due next year. "The political groups may speed up their efforts to mobilize people from these states on the matter," Ranjan added.
