The Mahindra Group and Brazilian aerospace manufacturer Embraer have identified Nagpur in Maharashtra as the potential site for a Final Assembly Line for the C-390 Millennium military transport aircraft, the companies said on October 2. The proposed assembly facility will be set up only if the Government of India selects the C-390 Millennium and awards the contract under the Indian Air Force’s Medium Transport Aircraft programme.

Mahindra and Embraer are working with the Maharashtra government, which has moved to allot land in Nagpur for the proposed facility, according to the companies. The facility would support aircraft assembly, system integration and manufacturing, besides creating a domestic supply chain for the programme. The companies also plan to involve Indian aerospace suppliers in areas such as aircraft components, training, aftermarket services and maintenance if the C-390 is selected.

The proposed facility is part of a broader partnership between Mahindra and Embraer to bid for the IAF's MTA requirement. The companies signed a Memorandum of Understanding in February 2024 and a Strategic Cooperation Agreement in October 2025 to jointly pitch the C-390 for the programme. In February 2026, the two companies had also outlined plans to develop maintenance, repair and overhaul capabilities in India if the aircraft is selected.

Vinod Sahay, Member of the Group Executive Board at Mahindra Group, said Nagpur could support the development of aerospace manufacturing capabilities in India. Embraer Defense & Security President and CEO Bosco da Costa Jr said identifying Nagpur as a potential assembly location was subject to the C-390 being selected for the IAF programme. The C-390 Millennium is a twin-engine military transport aircraft with a payload capacity of up to 26 tonnes.
