Indonesia’s new police chief faces a difficult task to balance growing public demands for accountability and independence as the force seeks to repair its image following a series of scandals in recent years.

Even as Suyudi Ario Seto, 53, replaced Listyo Sigit Prabowo on Thursday, the government is weighing recommendations to reform the powerful institution, including changes to its work culture and limits on police officers holding public positions outside the force.

In addition to appointing Suyudi, President Prabowo Subianto also reshuffled his cabinet, announcing sweeping changes to key ministerial and senior government posts, with Listyo heading the Executive Office of the President (KSP).

Parliament approved the appointment of Suyudi, who was sworn in within hours of his parliamentary hearing.

“Suyudi was the middle-ground candidate as he was seen to be able to accommodate all the interests of different factions within the government,” said Muradi, a former adviser to two Indonesian police chiefs from 2015 to 2025. Basing his assessment on insider information, Muradi said Listyo had wanted current Jakarta police chief Asep Adi Suheri to succeed him, while Defence Minister Syafrie Syamsuddin had championed East Nusa Tenggara police chief Rudi Darmoko.

Suyudi assumed several top police positions over his career, including Jakarta director of criminal investigation in 2019, deputy director of the National Cyber Crime Unit in 2020 and police chief of Banten from 2024 to 2025. Last year, Prabowo appointed Suyudi to head the National Narcotics Agency.

As the outgoing police chief, Listyo still has considerable clout in the force, according to Muradi.

Rendy Pahrun Wadipalapa, a political scientist at the National Research and Innovation Agency, also noted that Listyo had not been removed from the centre of power.

Highlighting some of Listyo’s achievements during his tenure, Rendy said: “He oversaw the expansion of digital public services by the police and tried to make the institution more accountable and transparent to the public.”

However, Jacqui Baker, a lecturer and researcher on Indonesian security issues at Perth’s Murdoch University, argued that Listyo had left a tainted legacy concerning police reform. “In the last [presidential] election we saw him wield his powers to pursue political rivals and strong-arm political parties to consolidate power under the winning ticket,” Baker said. The police also tried to erode civil society and break the coalition of forces supporting democratic reform, she added. Several major police scandals happened during Listyo’s tenure. In 2023, Ferdy Sambo, a high-ranking police general, was convicted of orchestrating the 2022 murder of his subordinate, Nofriansyah Yosua Hutabarat.

Ferdy is serving a life sentence after his initial death penalty was commuted. In the same year, 135 people died in a stampede at Kanjuruhan Stadium in Malang, East Java, after police fired tear gas into crowds following a football match.

Earlier this year, two police officers in Jambi were dismissed after being accused of promising aspiring police cadets admission to the force in exchange for money.

Muradi described incoming Suyudi as “significantly more open-minded and objective” than Listyo.

Rendy pointed out that Suyudi was Prabowo’s first-ever police chief pick. “Prabowo now exerts greater ownership and control over Polri’s leadership,” he added.

During his hearing with Indonesia’s parliamentarians on Thursday, Suyudi pledged to make the police institution more responsive to public needs and sensibilities.

“The public shouldn’t have to assume that if a case doesn’t go viral, then the police are slow to act. I wish to change this,” he said.

Suyudi also vowed to prioritise several issues, including equality before the law, eliminating illegal extortion by officers and curbing the use of excessive force.

“My ambition is simple: When a child sees a police officer, he or she will feel safe rather than afraid,” Suyudi told parliamentarians before his appointment.

In May, a government-sanctioned reform commission, chaired by former Constitutional Court Chief Justice Jimly Asshiddiqie, published its report recommending reforms, including the need to “demilitarise the police’s work culture” and formulate rules restricting police officers holding other public roles outside the force.

Despite the long list of grievances about the police, two polls released this year by Litbang Kompas and FIXPOLL Indonesia ranked public satisfaction with the police at over 80 per cent.

Baker, however, is not hopeful about the force’s transformation even with Suyudi at the helm.

“Police reform is dead. Every time there is a scandal, and there have been many, the police promise reform, but it’s never fully clear what is being reformed and to what end?” she said.

Since 1999, Indonesia’s police reform has amplified the power and impunity of the force, according to Baker.

Lukas Luwarso, a political commentator, said that to prove the police chief was serious about reforming the force, he had to fulfil a key litmus test.

However, Supriadi, a 26-year-old Surabaya resident, said he was confident about the new police chief’s capability to make changes that benefit the public.
