Mexico plans to have a decree ready next week requiring social media platforms to detect, report and swiftly remove content that promotes violence, abuse or harassment, following a series of attacks at schools across the country.

President Claudia Sheinbaum said technology companies must share responsibility for harmful material reaching young Mexicans rather than leaving the burden solely to parents and teachers.
Sheinbaum周五告诉记者：“第一个目标是要求数字平台在识别出倾向于暴力、虐待或骚扰的信息或行为后立即删除内容。”她表示，该措施还将寻求防止此类材料被宣传或放大。
“The first objective is to require digital platforms to remove content as soon as they identify messages or actions that tend toward violence, abuse or harassment,” Sheinbaum told reporters Friday. She said the measure would also seek to prevent such material from being promoted or amplified.

Media reports have identified at least six serious attacks in or immediately outside Mexican schools this year. In the latest, two young adult brothers who were former students entered a school in the northern city of Torreón on Thursday, attacking staff and students with machetes and firecrackers. The vice principal was killed and four people were injured.

“Those investigating this case have found similarities with two or three others in which there was communication through social media,” Sheinbaum said, although authorities have not publicly detailed the nature of those links.

A working group led by the government’s legal counsel will write up the decree with officials from the security and education ministries, the digital agency and intelligence services, as well as academics and outside specialists. The panel will define the content that platforms must target and establish standards intended to avoid censorship.

“We will call on experts, not just government officials, but specialists from the National Autonomous University of Mexico and other institutions to help us draft the decree,” Sheinbaum said.

The initiative broadens a push she began this summer to address social media addiction and the risks digital platforms pose to children and adolescents.
