Hungary urged Ukraine on Monday to guarantee Hungarian-language education and legal protections for minority schools as Ukrainian lawmakers prepared to consider a minority rights bill.

“It is important that Ukraine fulfill its obligations to ensure Hungarian-language instruction and legal certainty for minority schools,” Hungarian Foreign Minister Anita Orban told reporters ahead of an EU foreign ministers’ meeting in Luxembourg.

Orban said Budapest was “awaiting news from Kyiv,” where parliament was scheduled to debate and vote on the bill Monday.

The legislation would strengthen educational and language rights for Ukraine’s Hungarian minority, including legal guarantees for Hungarian-language instruction and the network of schools providing it.

Orban said Hungary would monitor the law’s implementation alongside representatives of Hungarian minority organizations in Ukraine’s Transcarpathia region through an education subcommittee of the countries’ joint intergovernmental economic committee.

The rights of an estimated 100,000 to 150,000 ethnic Hungarians in western Ukraine have long strained relations between Kyiv and Budapest and have been central to Hungary’s opposition to progress in Ukraine’s EU accession talks.

In exchange for Ukraine’s commitment to introduce the minority rights legislation, Prime Minister Peter Magyar’s government lifted its veto on advancing EU accession talks in areas including the single market. However, Budapest has made further progress conditional on the bill’s adoption and implementation.
