The European Union on Monday established a new support mission in Lebanon to strengthen the country’s defense and security institutions, reaffirming its commitment to Lebanon’s stability, sovereignty and state institutions.
据官方公告，欧盟理事会已通过决议，决定设立“欧盟黎巴嫩安全支援特派团”，初步任务期限定为三年。该特派团旨在促进黎巴嫩的和平与安全，强化国家机构建设，并依照联合国安理会第1701号决议推动地区的长期稳定。
The EU Council adopted a decision establishing the EU Support Mission in Lebanon (EUSM Lebanon), with an initial mandate of three years, according to a statement. The mission aims to contribute to peace and security in Lebanon, strengthen state institutions and promote lasting stability in line with UN Security Council Resolution 1701.
特派团的工作重点为提升黎巴嫩武装部队与国内安全部队的实力，同时协助完善海上安全治理机制。欧盟外交与安全政策高级代表卡雅·卡拉斯透露，各国外长已一致同意启动此项行动，特派团将为黎巴嫩军警部门提供指导与协助，助力其强化领土管控、边境防卫及国内治安水平。
It will focus on enhancing the capabilities of the Lebanese Armed Forces and the Internal Security Forces, as well as supporting maritime security governance. EU foreign policy chief Kaja Kallas said foreign ministers had agreed to launch the new mission, which will advise and assist Lebanon’s armed forces and internal security forces in strengthening territorial control, border security and internal security.
卡拉斯强调：“此次新特派团的设立标志着我们与黎巴嫩安全合作的重大升级。我们将继续助力该国重建完整主权，为民众创造长久安定的生存环境。”
“With this new mission — a major update of our security ties — we continue to support the country’s institutions in restoring full sovereignty and building lasting stability for the Lebanese people,” she said.
该特派团的工作架构分为军事与民事两大板块，二者在统一的政治框架下各司其职、协同配合。军事板块主要负责为黎巴嫩武装部队提供咨询指导与专业培训，内容涵盖边境及海上安全管控、陆地边界监测、情报搜集分析、反走私行动及跨部门作战协调等。民事板块则致力于为国内安全部队提供专项指导与技能培训，助力其提升实战水平并构建长效的人才培养体系。
The mission will operate through two pillars, military and civilian, under a unified political mandate, with each carrying out complementary tasks within its respective area of responsibility. The military pillar will provide advisory support and training to the Lebanese Armed Forces, focusing on border and maritime security, land border surveillance and control, intelligence, surveillance and reconnaissance, counter-smuggling and operational coordination. The civilian pillar will support the Internal Security Forces through advisory assistance and specialized training to strengthen operational capabilities and develop sustainable training structures.
目前，在欧盟理事会正式决议通过后，特派团的各项执行筹备工作正有序推进，待条件成熟后将正式投入运作。
Following the EU Council’s decision, operational planning will continue ahead of the mission’s deployment.
