The new facility, along with its upgraded systems and transport links, will be put to further tests in the coming long weekend and the weeks and months beyond as it draws more daily commuters, holiday crowds and business travellers.

More than 5,000 travellers passed through the crossing during first two hours of operation on Monday, a 60 per cent increase compared with the average weekday usage before renovation. Some early users described the new terminal as bright, spacious and more efficient. But some found the multi-storey complex overwhelming and called for clearer signage and support for navigation.

The new complex operates around the clock for passengers and vehicles, with a designed capacity of 200,000 passenger trips a day – potentially rising to 300,000 during peak periods. This is a significant rise when the old crossing handled an average of 40,000 travellers a day and a peak flow of 65,000 people, and a daily average throughput of 9,000 vehicles and a peak of 12,000.

The process, officials say, will cut the procedure from about 30 minutes to roughly five minutes. No fewer than 160,000 people haveed to use the e-channel for joint clearance. For a checkpoint with heavy footfall and vehicle flow, the saving of time matters.

The hardware upgrade must also be backed by improvement in software, including better transport connectivity and contingency measures.

The new crossing is essentially an integrated ecosystem of transport links, immigration and customs procedures and emergency arrangements. Thanks to intensive drills and preparation by the authorities on both sides in the run-up to the opening, the operation was by and large smooth on Monday. The coming long weekend will provide a more stringent test. In addition to the usual northbound exodus for leisure, the Chinese tradition of paying tribute to one’s ancestors on Chung Yeung Festival is expected to boost border crossings. The pressure must not be underestimated.

The revamped checkpoint will provide first-hand experience of Greater Bay Area integration as visiting delegates, business leaders and international guests shuttle between the sister cities. A smooth and seamless crossing will reinforce Hong Kong’s role as the gateway to the Greater Bay Area and the region.

Chief Executive John Lee Ka-chiu has rightly described the project as a “critical milestone” for Greater Bay Area connectivity. Coming after the release of the city’s first five-year plan, Lee said the opening of the revamped checkpoint represented an explicit action for Hong Kong to align with the national development strategy and deeply engage in the construction of the Greater Bay Area. Indeed, Huanggang will become even more strategically significant as the city strives to fast track the mega Northern Metropolis development.

This was also recognised by Guangdong’s top official, Huang Kunming, who called on Shenzhen last week to use the upgraded checkpoint to better align with the metropolis project. Hopefully, the revamped crossing will further boost closer cross-border integration under one country, two systems.
