Syria said Tuesday that 18 suspects, including senior officers, are in custody and facing a specialized court over chemical attacks committed under the former Bashar al-Assad regime, according to the Syrian Arab News Agency (SANA).
Foreign Minister Asaad al-Shaibani made the remarks at a joint news conference in Damascus with Sabrina Dallafior, director-general of the Organization for the Prohibition of Chemical Weapons (OPCW).
Al-Shaibani said Syria had provided the OPCW with more than 100,000 official documents and granted the organization access to records and witnesses as part of efforts to resolve the country’s chemical weapons file.
He said Damascus moved in June to correct the chemical weapons declaration inherited from the former regime, adding one production facility, two storage facilities and munitions that he said had previously been concealed.
According to al-Shaibani, the process culminated in August with the destruction of 42 declared chemical aerial bombs under OPCW supervision, which he described as the first verified destruction on Syrian territory since 2014.
He said Syria regained its full rights and privileges within the OPCW on July 9 and that discussions Tuesday focused on a roadmap toward the final closure of the country’s chemical weapons file.
Al-Shaibani said closing the file begins with ensuring justice for victims and preventing a recurrence of such attacks, adding that 18 suspects, including senior officers, are currently detained and appearing before a specialized court.
He said challenges remain, including mines, damaged sites and records that the former regime had either concealed or destroyed, complicating efforts to establish the full scope of its chemical weapons program.
For her part, Dallafior said visiting Syria had been a priority since she took office two months ago, including meeting victims and visiting sites in the country.
She said securing any remnants of the Assad-era chemical weapons program was a priority from a non-proliferation perspective and would help protect both the Syrian people and the wider region.
Dallafior said the OPCW, in cooperation with the Syrian government, destroyed a number of chemical weapons in July, describing the move as a milestone and a result of successful multilateral cooperation.
She added that the organization continues to investigate previous chemical attacks and identify those responsible, with the aim of preventing the use of chemical weapons again.
Syria joined the Chemical Weapons Convention in 2013 following a deadly chemical attack in Eastern Ghouta near Damascus.
In 2021, OPCW member states suspended Syria’s voting rights and other privileges over its failure to address issues related to the use and declaration of chemical weapons.
Following the fall of the Assad regime in December 2024, Syria’s new authorities pledged full cooperation with the OPCW to address the country’s chemical weapons file and locate and eliminate remaining chemical weapons and related materials.
In May 2026, Syrian authorities announced the discovery of previously undeclared remnants of the Assad regime’s chemical weapons program, including chemical munitions and materials related to the production of sarin.
The OPCW restored Syria’s rights and privileges on July 9 following increased cooperation between the country’s new authorities and the chemical weapons watchdog.
