A member of the US House of Representatives on Tuesday introduced legislation to dismantle the Department of Homeland Security (DHS), abolish Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP), and establish a new federal Department of Community Safety.

US Rep. Delia Ramirez said the proposed Reimagining Safety Act would replace the existing department with a community-centered agency focused on public safety, civil rights, and support for working families.

The legislation would repeal the legal authorities underpinning DHS, redirect funding toward community programs, and limit government surveillance, the unlawful use of personal data, and militarized enforcement.

Under the proposal, several existing agencies and functions would be preserved, including the Cybersecurity and Infrastructure Security Agency (CISA), Federal Emergency Management Agency (FEMA), Transportation Security Administration (TSA), and customs functions.

ICE and CBP, however, would be abolished under the legislation. The bill would also begin the process of establishing a separate civil immigration system.

Ramirez said the proposal was driven by concerns about immigration enforcement, detention conditions, family separations, government surveillance, and the delivery of emergency assistance.

“DHS was founded out of a profound national trauma, established to violate our rights under the pretense of securing our safety,” Ramirez said, referring to its origins in the wake of the Sept. 11, 2001 terrorist attacks on the US. “But we cannot add new pains to old ones.”She cited deaths in detention, shootings involving immigration enforcement officers, deportations to third countries, and alleged failures in disaster response as reasons for restructuring the department.
