TOKYO -- The Japanese government is considering starting an investigation into whether to acquire nuclear-powered submarines as part of the upcoming regular update to its defense strategy, Nikkei has learned.

Japan is due to finalize revisions to the National Security Strategy and two other security-related documents later this year. A proposal has been floated to include language about "investigating" and "researching" whether Japan should have nuclear submarines.

"If we didn't write anything [about nuclear submarines], it would mean we won't go forward with it, but if we write about investigation or research, we can take more time to reach a conclusion while determining the feasibility," a source close to the government said.

Nuclear submarines can operate for extended periods over long distances. Possessing them would broaden Japan's collaboration with the U.S. military.

But Japan would face many challenges in acquiring nuclear submarines. These include not only current laws limiting nuclear energy to peaceful uses, but also the costs associated with operating the vessels.

Japanese Prime Minister Sanae Takaichi said in parliament on Wednesday that she would "deepen concrete and realistic considerations" regarding the defense of sea lanes, including the introduction of nuclear submarines.

Defense Minister Shinjiro Koizumi told reporters Friday that he believes "the public understands the need for a discussion" on nuclear submarines.

The vessels "will enable us to engage in necessary activities while ensuring the safety of the crew at a higher level," Koizumi said.

The three security documents, which also include the National Defense Strategy and the Defense Buildup Program, were last updated in 2022. None currently mentions nuclear submarines.

The Defense Buildup Program states that the Ministry of Defense will "develop and procure vertical missile launch system (VLS) that can be equipped on submarines." Because of the speed and flexibility of nuclear submarines , some have argued that such vessels are best suited for such systems.

The government's expert panel that is working on revising the three documents has held four meetings to date. While there are members who favor acquiring nuclear submarines, there are others who are less willing. The expert panel's recommendations are not expected to specify a policy direction regarding nuclear submarines. "I believe the wording will be such that it won't restrict the government's decision," an expert said.

Brent Sadler, a senior research fellow at the Washington-based Heritage Foundation think tank, wrote about operating nuclear submarines from Japan in a December 2025 commentary.

If homeported at the base in Yokosuka, a nuclear submarine could operate in the South China Sea for 79 days, according to the commentary. This would be 4.6 times as long as a diesel-powered conventional sub. In the Philippine Sea and the Taiwan Strait, it would be 2.4 times and 2.5 times as long.

In a security environment strained by military pressure from China and Russia, countries with key sea lanes are considering acquiring nuclear submarines. Australia aims to form a fleet of nuclear submarines through the three-way AUKUS security partnership with the U.K. and the U.S. Eventually, Australia looks to build nuclear submarines domestically as well.

Elsewhere, the South Korean government has reached an agreement with the Trump administration over the Asian country acquiring nuclear submarines.

Apart from the legal and regulatory challenges, Japan faces significant cost hurdles in operating nuclear submarines. In the U.S., building a unit is estimated at more than $4 billion.

Constructing a nuclear submarine in Japan is estimated to cost more than 1 trillion yen ($6.29 billion). The Maritime Self-Defense Force's most advanced subs cost around 70 billion yen each.

Nuclear submarines require advanced technology to build and can spend long periods underwater when in operation. The SDF faces a serious shortage of the needed personnel.

A senior official in the ruling Liberal Democratic Party's Research Commission on Security expressed caution on acquiring nuclear submarines. The official cited the high costs and the difficulty in gaining international acceptance. "There is little inclination for the research commission to accept the argument for the acquisition" of nuclear submarines, the official said.

The Japan Innovation Party, the LDP's coalition partner, proposed in June that the country should acquire nuclear submarines "promptly." In another proposal released around the same time, the LDP did not mention the vessels.
