BANGKOK -- Developing countries face a shortfall of 800 million jobs over the next decade, United Nations Development Programme Administrator Alexander De Croo said on Thursday, adding that a shift from aid to private-sector investment could help create employment.
De Croo spoke in an exclusive interview with Nikkei in Bangkok, where he was attending the annual meetings of the International Monetary Fund and the World Bank. He served as Belgium's prime minister from 2020 until 2025 before taking the helm of the UNDP, which provides development assistance in more than 170 countries.
He said developing countries face three challenges: high fuel prices, natural disasters and rising financing costs.
"The answer to the economic rough waters in which we are, it's not aid. Because aid, you can give it now and next month you have to give it again, and the month after you have to give it again," De Croo said. "So it's more fundamental reforms that need to happen." On Tuesday, the UNDP debuted an initiative to encourage private investment through steps such as helping developing countries reform their institutional frameworks. De Croo described the agency's role as "pipeline building," connecting private investors with opportunities in emerging economies.
Official development assistance and other forms of aid should be used to improve the investment environment in developing countries, he said, paving the way for private capital and sustainable growth. Job creation is an area of particular concern.
Over the next decade, 1.2 billion young people are expected to enter the labor market, while "only 400 million jobs will be created. So there's a gap of 800 million," De Croo said. "That is a bit of a ticking time bomb."
De Croo also cited the growing frequency of natural disasters, saying "climate change makes certain things uninvestable because the risk is too high." Emerging Asian economies have suffered flooding and other disasters in recent years, while the risk of increasingly severe climate and weather events is rising.
"Insurance can play an important role," De Croo said, indicating that financial tools can help to manage such risks.
