Beijing’s decision to have Hong Kong host the Apec Finance Ministers’ Meeting this week is a deliberate move to galvanise the city’s standing as an offshore renminbi hub and showcase it as a safe harbour amid continuing geopolitical tensions, analysts have said.

Lau Siu-kai, a consultant for the semi-official Chinese Association of Hong Kong and Macau Studies think tank, said Beijing’s choice of venue showed it deliberately intended to promote Hong Kong’s international status, especially as a financial centre. The event would bolster its standing as an offshore renminbi hub and a wealth management capital, support the city’s economic development and underscore its importance to China’s development, he said.

“The Apec meeting … will allow Hong Kong to present itself to the world in grand style and refute false, negative portrayals by hostile external forces,” he added.
比利时总部的环球银行金融电信协会（Swift）的数据显示，截至8月，该市处理了全球约76%的人民币支付。去年，离岸人民币贷款达到创纪录的9350亿元人民币（1400亿美元）。
Data from Swift – the Belgium-based cooperative formally known as the Society for Worldwide Interbank Financial Telecommunication – showed the city handled about 76 per cent of the world’s renminbi payments as of August. Offshore yuan lending reached a record 935 billion yuan (US$140 billion) last year.

Lau said hosting more international events such as Apec would strengthen the city’s global profile and status, particularly as a gateway to China’s vast economy.

China’s Ministry of Finance said on Wednesday that Beijing was willing to work with all Apec economies to stay committed to multilateralism, deepen macroeconomic policy communication and coordination, maintain stable and smooth regional industrial and supply chains, jointly promote the long-term sustainable growth of the Asia-Pacific economy and contribute to building a regional community.

Lee Shu-kam, director of Hong Kong Shue Yan University’s business, economic and public policy research centre, said the city’s role as host would solidify its position as an irreplaceable offshore financing hub for Chinese companies and a buffer against geopolitical tensions as a separate customs territory.

Lee noted that the expiration of the US trade truce with China on January 10 next year and the future direction of tariffs would have a significant impact, creating a period of uncertainty and sensitivity amid the ongoing geopolitical and technological rivalry between the two superpowers.

Institutions, including the International Monetary Fund, will give presentations during the meeting. Lee said Hong Kong and Shenzhen would play complementary roles, with Shenzhen positioned as a competitive innovation and technology hub amid the ongoing technological rivalry with the United States, while Hong Kong would handle global capital markets to support mainland China’s continued opening up.

Jeffrey Lam Kin-fung, a member of the key decision-making Executive Council, said he believed the Hong Kong meeting would help attract more foreign investment to the city.

Lam is the chairman of the company’s board of directors.

China’s Ministry of Finance said on Wednesday that various visits would be arranged for the delegates after the meeting.
