韩国总统李在明周一呼吁尽早将韩国军队的战时作战指挥权（OPCON）从美国移交回韩国，此举发生在朝鲜再次指责首尔在朝鲜半岛分界线上进行其所谓的“挑衅”之际。
South Korean President Lee Jae Myung on Monday called for an early return of wartime operational control (OPCON) of South Korean troops from the US, as North Korea again slammed what it called “provocations” by Seoul along the dividing line on the Korean Peninsula.
“将OPCON交由另一个国家并依赖它，这种状况不能一直保持下去，”李在明在总统府对记者表示。
“I think having the OPCON entrusted to another country and relying on it cannot be left as it is,” Lee told reporters at the presidential office.
他的言论是在李在明自去年6月当选以来已任职满500天之际发表的，韩联社报道了这一情况。
His remarks came as Lee marked his 500th day in office since being elected in June last year, Yonhap News reported.
“坦率地说，OPCON必须在早日归还。（我们）具备足够的能力做到这一点，韩美之间的相关谈判基本上正朝着这个方向顺利进行，”他说。
“Speaking frankly, OPCON must be returned at an early date. (We) are sufficiently capable of doing so, and (related) talks between South Korea and the US are basically going well in that direction,” he said.
尽管韩国美军司令泽维尔·布朗森上将上周表示，“战时作战指挥权移交”的“条件”已经“改变”，并呼吁为此过程制定“新标准”，但李在明仍在推动OPCON的归还。
Lee’s push for the return of OPCON comes even after US Forces Korea Commander Gen. Xavier Brunson said last week that “conditions” for the wartime operational control transfer have “changed,” calling for “new standards” for such a process to take place.
根据华盛顿与首尔可追溯至1950年代朝鲜战争的防御协议，约有3.9万名美军驻扎在朝鲜半岛南部。
Some 39,000 American troops are deployed on the southern side of the Korean Peninsula under a defense pact between Washington and Seoul dating back to the inter-Korean war of the 1950s.
“军事主权可能构成国家主权的核心支柱。我认为韩国应尽快收回（OPCON），以确保作为一个国家最基本的条件，”李在明强调。
“Military sovereignty may constitute a core pillar of national sovereignty. I think South Korea should promptly regain (OPCON) to secure the most basic condition as a country,” Lee stressed.
他的言论是在朝韩紧张局势因9月21日非军事区发生地雷爆炸事件而升级之际发表的，该事件导致三名韩国士兵受伤，其中两人伤势严重。首尔将爆炸事件归咎于朝鲜地雷，而平壤否认任何参与。
His remarks came as tensions between the divided Koreas escalated following a Sept. 21 land mine explosion in the Demilitarized Zone that injured three South Korean soldiers, two of them seriously. Seoul has blamed North Korean land mines, while Pyongyang denied any involvement.

North Korean leader Kim Jong Un’s sister, Kim Yo Jong, said Monday that the situation at the southern border “is very unstable.”“The warmongers of the ROK (South Korean) military are seriously threatening the safety of our service personnel by firing warning shots at them with automatic rifles and large-caliber machine guns,” she said in a statement carried by KCNA.
金与正指出：“此类挑衅行为始于8月份，当时韩国还同时播放了警告广播。从8月1日至10月17日，韩方共实施了2870次广播警告，并发射了201发警告性子弹。”
“Such provocations began in August, alongside warning loudspeaker blaring. They committed 2870 rounds of provocative loudspeaker warning and 201 warning shot provocations from August 1 to October 17,” Kim said.
她声称，在炮制出所谓“地雷爆炸闹剧”之后，韩方愈发公然地实施这些“敌对挑衅行为”，已然越过了红线。
She claimed such “enemy provocations, more openly perpetrated in the wake of a fabricated ‘mine explosion farce’, have gone beyond the red line.”
金与正警告称，首尔方面“定会为这些军方暴徒毫无用处的逞强行为后悔不已，并面临无法控制的严重危险”。她还强调：“我们绝不会在捍卫国家主权的问题上说空话。”
Warning that Seoul will “surely regret and face uncontrollably terrible danger, for such useless bravery of the military gangsters,” Kim said: “we do not say empty words about the protection of our sovereignty.”
