US Secretary of State Marco Rubio said on Monday that Washington wanted to compete for business in Central Asia without asking countries to stop working with China, as the United States and five regional governments outlined proposals to deepen cooperation on minerals, transport and technology.
Speaking in Samarkand, Uzbekistan, Rubio was asked what Washington could offer as Beijing expanded its presence in the region.
“I mean, look, it’s competition, right? We have products, we have companies; they make things. And we just want fair competition and an opportunity,” he said.
“This is not about coming here to say stop talking to somebody else or stop working with some other country.”Rubio’s remarks came during a visit for the C5+1 ministerial meeting, which brings together the United States, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. Chinese Premier Li Qiang concluded a two-day visit to Uzbekistan on Sunday, during which he called for closer cooperation in several of the same sectors.
Central Asia’s mineral resources, including manganese, titanium and cobalt used in advanced manufacturing, have made the region a focus of competition as Washington seeks to diversify supply chains and Beijing pursues deeper economic ties.
In a joint statement on Monday, the six C5+1 governments set out ambitions to expand mineral extraction and processing, improve transport connections and develop regional supply chains. They also pledged to exchange expertise on geological data and promote higher-value products made in Central Asia.
The statement highlighted further development of the Trans-Caspian Trade Route, alongside improved customs procedures and regional industrial cooperation, as ways to expand trade and investment with the United States.
It also called for digital cooperation using “secure and trusted technology” and expanded opportunities for Central Asian enterprises to invest in and operate in the US market.
Much of the document outlined aspirations rather than specific projects. It did not name China or identify funding totals, specific mineral projects or implementation deadlines.
Rubio said almost 300 American businesses were accompanying him, with the opportunity to sign agreements worth billions of dollars. Some companies had already reached agreements that would be announced later, he said, without identifying them in the remarks. Uzbekistan wanted economic relations with a range of countries, Rubio added.
“We just want to identify opportunities on things we can work together on, and we’re here to do that,” he said. “And that’s not a negative action against any other country.”In bilateral talks, Rubio and Uzbek Foreign Minister Bakhtiyor Saidov agreed to deepen cooperation on critical minerals, according to the State Department. Rubio also welcomed Uzbekistan’s interest in US civil nuclear technology and discussed opportunities for American companies in its space sector.
Saidov signed the Artemis Accords, making Uzbekistan the 77th country to endorse the US-led framework of principles for peaceful space exploration. Rubio witnessed theg.
Theg adds a space dimension to Washington’s outreach to Uzbekistan, coming just after Li called for closer aerospace cooperation between Beijing and Tashkent. The accords establish principles for civil space activities;g does not itself commit Uzbekistan to a particular mission.
The American outreach follows Li’s talks with Uzbek President Shavkat Mirziyoyev and Prime Minister Abdulla Aripov, during which the Chinese premier urged closer cooperation in energy, minerals, finance, connectivity, artificial intelligence and aerospace, according to Xinhua.
Li also backed implementation of the China-Kyrgyzstan-Uzbekistan railway, intended to connect China and Europe through Central Asia while bypassing Russia. Chinese and Uzbek officials signed agreements covering trade, education, customs, healthcare and poverty reduction.
Washington had signalled its commercial ambitions before Rubio’s arrival. Sergio Gor, the US ambassador to India and special envoy for South and Central Asian affairs, said last week that American companies wanted to compete for opportunities in the region’s mineral sector.
