The Alberta energy watchdog took over an oil and gas firm’s wells and infrastructure on a military base less than two weeks before a major fire killed four soldiers and injured dozens of others.

The Alberta Energy Regulator seized all of Sumerian Oil & Gas Inc.’s wells, pipelines and other facilities, including dozens of well licenses on the Wainwright training area in an Oct. 5 order. The regulator said it had authorized the suspension of the wells “out of concerns Sumerian may not be able to provide reasonable care and measures to protect both public safety and the environment.”A fire tore through CFB Wainwright, about 200 kilometers (124 miles) southeast of Edmonton, on Saturday during a training exercise on the base.

Canadian authorities have not yet identified a cause of the fire, which is the subject of an investigation. The Alberta Energy Regulator said Sunday it did not believe any oil and gas infrastructure was involved in the tragedy.

A battalion of Princess Patricia’s Canadian Light Infantry was participating in an exercise when the fire broke out around 4 p.m. local time on Saturday, Major-General Wade Rutland, commander of 1st Canadian Division, told reporters on Sunday. The blaze was about 1 kilometer away and “not expected to move anywhere near that range,” but swept into the training area, he said. There were high winds in the region.

CFB Wainwright occupies approximately 609 square kilometers of land in the east central part of Alberta. Conventional energy production is common in the area.

The agency said there are multiple operators of oil and gas infrastructure on the base. “At this time, the AER has not received any reports of incidents involving oil and gas infrastructure and is communicating with operators in the area.”Public records show about 260 licensed well locations exist within CFB Wainwright boundaries, roughly two-thirds held by Sumerian. Others are held by companies such as Canadian Natural Resources Ltd., Suncor Energy Inc., Cenovus Energy Inc., Obsidian Energy Ltd. and Peyto Exploration & Development Corp.

Sumerian said it hasn’t had operational control of the sites on the base since the AER’s order on Oct. 5.

On Monday, the privately held firm wrote to the regulator to ask if any of its well licenses were involved in the fire. “Sumerian has not been informed by any authority that its wells or pipelines were involved in the incident,” the company said in a statement.

Under the order, the Orphan Well Association was to shut the wells within 14 days. The industry funded group closes oil and gas sites that do not have a financially viable or responsible owner.
